The Issue

Young riders can end up in traffic without having practiced the skills it demands. Families need a clear place to learn before that happens.

We ask school boards and city councils to fund or host hands-on eBike safety programs for young riders and parents.

Balance is only the starting point. Riders need braking, turning, obstacle avoidance, and traffic judgment. Parents need clear facts about device class, where it can be ridden, and whether it is appropriate for their child.

Bans alone do not teach those skills. Treating every young rider like a delinquent still leaves families asking: Where do we learn?

Local programs should include:
• Classroom instruction and supervised on-bike practice.
• Pass/fail riding and written assessments, with both required to pass.
• Parent participation, clear rules, and accountability.
• Instructors prepared to deliver recurring community training.

School boards can provide training sites and family outreach. City councils can fund instructor preparation and local classes through their police departments.

Training does not make an illegal or overpowered device legal or suitable for a child. It supports lawful riding and informed family decisions; device classification, marketing, and enforcement remain separate issues.

VoltVerified, a nonprofit, provides rider and parent education and trains law-enforcement instructors through its 40-hour California POST-certified eBike Instructor Course.
