The Issue

Comprehensive Sexuality Education (CSED), especially in the context of the Philippines, is often stigmatized and dismissed by parents as inappropriate or "disgusting," especially for the youth. This stigma prevents children from learning how to identify their bodies correctly, understand consent, and protect themselves from the knowledge that could reduce rising rates of teenage pregnancy and sexual violence.

Why CSED matters especially in Philippine Schools?

Recent studies and data have shown a sharp increase in teenage pregnancy among very young girls, which alarms parents and many Filipinos, prompting calls for stronger sex education and adolescent-friendly health services. Although the Responsible Parenthood and Reproductive Health framework exists, implementation of CSED is hindered by the CULTURAL STIGMA. The Department of Education (DepEd) has acknowledged the need to address teenage pregnancy and other reproductive health issues, such as HIV and STI through education, but CSED implementation continues to face opposition and public debate.

Teaching children the correct and proper names for body parts and the concept of private versus public boundaries not only reduces shame but also equips the youth to report sexual violence and possible abuse. Studies from multiple countries have shown that age-appropriate CSED lowers unintended pregnancies and informs people of better choices for their own health benefit. With this, we can reframe cultural stigma into shared goals for youth protection.

By signing this petition and by using this platform, CSED might help it reach the Department of Education and scale up implementation with a much more standardized curriculum, directly addressing cultural stigma and misinformation. Comprehensive sexuality education is a human right that gives young people a future, not a burden.
