Currently the CMS (and previously the CSA) are only allowed to calculate maintenance payments for non-resident parents (NRPs) using HMRC declared income. What this means for self-employed NRPs is that that nominal figure they declare as salary is used to calculate payments, which is no way a true reflection of their actual income, or what's needed to support a child. In real terms, self-employed NRPs are abusing the system to get out of paying what they should for their children, leaving the resident parents on the brink of bankruptcy. There needs to be the authority for full financial disclosure. Thousands and thousands of children are missing out on the lives they deserve.
