Dear Ms. McDonald – Thank you for your recent inquiry regarding the status of installation of sound barriers along CR97, Nicoll’s Road in Holbrook. On August 28, 2017, SCDPW provided the below information to Leg. Lindsay in response to your original request. As indicated in the below e-mail, the evaluation of potential construction of noise barriers is a requirement of a larger federally funded project that will add a High Occupancy Vehicle (HOV) and Bus Rapid Transit (BRT) lane to CR 97. This project is presently in Preliminary Engineering I – IV, as defined by the NYSDOT Project Development Guide. As required for this FA Project, an extensive Environmental Assessment will be completed. A key component of this EA, is Noise impacts and mitigation measures/ alternatives. This is a mandate, as we are adding a lane in the median. Currently, existing data collection and analysis has recently commenced. After that is complete, future conditions analysis, results, and potential mitigation strategies will be evaluated and incorporated into the Design Report. Estimated time of completion for the DR/ EA is approximately 2 years from now, as there will be other Government Agencies involved in the review and approval process.
