The most common Pollywood Pets question: “How come no one has shut them down yet?” We did some digging. You have to first start with the regulatory agency. For years, the Michigan Department of Agriculture regulated pet stores. They would license them and inspected yearly. Then they dropped inspections and would only visit if there was a complaint. Then they completely dropped the program in 2009, leaving local law enforcement in charge. They will assist local law enforcement if asked. Like some Animal Control Agencies they have an unofficial policy to “monitor”, not shut anyone down. They would allow the store to correct the problems. Sound familiar? The USDA does this too. Penalties are just the cost of doing business, if they are even cited. Mt. Clemens has a part time animal control officer who isn’t in the business of shutting anyone down either. It is easier to refer people to the MDA and leave complainants spinning in circles. --or tell families to take the store to small claims knowing there are no consumer protection laws.
