The Issue
For more than 4 decades, the only cement company in Ghana allowed to manufacture cement is Ghacem. By some dodgy agreements signed with the Ghanaian government in the 90s, no other company can establish a cement factory in Ghana. Any other company that is even allowed to bring in cement can only sell them at virtually the same price as Ghacem else they will not be allowed in the market, creating a cement cartel. I did a private investigation in the UK last year and found that a 50kg bag of cement was selling for half the price in Ghana. Considering that the official minimum hourly wage in the UK was about £6.00 at the time, while the official daily minimum wage in Ghana is equivalent to £1.50, buy a simple thing like bag of cement is beyond most people. The stiffled competition will not be allowed in the parent country of this company which is part of a multinational Heidelberg Cement in Africa. At present, cement prices have shot up in Ghana to ghana cedis 22-25 or even 30 in the hinterlands (Just a month ago it was around ghana cedis 17-19).This is equivalent to about USD12.00 or £8.00. When prices go up in Ghana they hardly go back down. These people are making their biggest profits on the back of the poorest of the poor. let genuine competition prevail! Allow other players onto the field like what has happened with mobile phone networks.
