The New Federal State of China is an organization founded by Guo Wengui, a bankrupt Chinese billionaire who has been convicted of kidnapping, money laundering, rape, and fraud amongst other things, and Steve Bannon, a former Trump staffer who similarly has been charged with money laundering and conspiracy to commit mail fraud. The NFSC has largely been used to attack and discredit people to whom Guo Wengui is indebted, such as the family of Luc Despins. A similar tactic is being employed here in which the NFSC alleges that a student of UMBC is here on the behalf of their father, Weijan Shan, an alleged member of the Chinese Communist Party. The group alleges that the student and their dad have been working with the CCP to steal American money and afford a "life of luxury," and the group has been running their harassment campaign for over two months.

At 7:47 pm on 2/7/2023, the student body received an email from the Vice President of Student Affairs, Nancy Young, stating that due to being served a preliminary injunction by a third party, "the [NFSC]’s activities are no longer authorized." However, on the morning of 2/8/2023, the NFSC reappeared. The following week (as of 02/13/2023), the NFSC moved to protest at the edge of campus, near a residential area, where they've resumed spreading propaganda.

Despite the fact that several fliers have attempted to dox Lee Ann, UMBC has refused to ban the NFSC from campus, claiming that they legally can't stop people from coming to a public college campus. The group has filmed the campus and other surrounding areas every time they've been here, twisting students words into supporting their campaign, or claiming that any opposition they face is from students being paid off by the CCP. If you're reading this, I implore you to express your frustration about this to UMBC admin. The New Federal State of China should not be welcome at or near UMBC. No student on our campus should be in fear of being the subject of a targeted harassment campaign.
