Across the country, people have opened their eyes and realized the mass surveillance system watching them every day- Flock Safety, not just the company, but other kinds of Automated License Plate Readers (ALPR) as well (Axon, Motorola Solutions). Online attention towards Axon has been brought up. Many call it an alternative cities and counties are using after banning Flock to appear as if they’re doing what the people wanted them to, which was to ban ALPR mass surveillance systems from their jurisdiction completely.
Flock Safety and Axon are companies that sell AI license plate readers to many law enforcement agencies. These cameras are made to be installed in places like traffic lights and streets, areas where cars drive by so that the AI can flag any cars that it knows are stolen or being driven by a dangerous person.
Flock “Safety” and these other companies making ALPRs claim to support public safety with these AI camera systems, but many people say they do more harm than good. Because of Flock Safety and all these AI powered ALPR systems set up in cities across the US, the AI has mistaken people for criminals- one lady was held at gunpoint with her children after it misread her vehicle. On interstate 94, a Flock Safety camera flagged a vehicle in connection to a homicide investigation- it was the wrong person and wrong car, yet that person driving was surrounded by police with weapons all because this AI camera misread who it was.
There are different kinds of ALPR cameras set up around the Omaha Metro area, including Omaha, Bellevue, Papillon, and other areas nearby.
The city of Ord, NE’s city council voted unanimously to remove both Flock Cameras they had set up in August of 2026. This decision shows that the removal of ALPRs is not a crazy idea, and can be done if we make our voice heard to our elected officials.
What the supporters of this petition are asking for:
All of the following cities and counties must end all agreements they may currently have with Flock Safety, Axon's ALPRs, similar technologies, and pass legislation to ensure that they will not install this kind of technology. Instead of helping these companies profit off of our daily commute, we should be investing in reliable, trustworthy public safety measures.

The Douglas County Sheriff’s Office (DCSO)
- DCSO can end all partnerships with Flock and refuse to use this kind of technology.
Bellevue Mayor & Bellevue City Council

Plattsmouth Mayor & City Council
Cass County Commission
Wahoo Mayor & City Council
Saunders County Commission

County Commissioners & City Councils from the places listed above have the power to vote to remove these systems from their jurisdictions and prevent them from being installed in the future.
Other cities and counties have already taken similar steps to protect residents. Omaha and nearby areas can do the same.
