Grant for feral cat care and TNR in Beaver Falls

Grant for feral cat care and TNR in Beaver Falls
The Issue
Beaver Falls has a massive Feral Cat and Stray Population. Our Rescue Group Harley's Angels cat rescue has been asked by many citizens to help them get it under control with TNR and to help care for the feral cats. Problem is Beaver Falls has an ordinance that makes it illegal to feed feral/stray cats. They even have a pet limit of 3 cats if you reside there. Many well meaning people do NOT want to see the cats they have been feeding suffer and starve, if they do feed the cats they are given hefty fines by the code enforcement officers who do not want to punish these people but have no choice in the matter.
We ask that the council of Beaver Falls as well as Mayor George Quay give Harley's Angels Cat Rescue a Grant in the amount of $3,000 and special permission to the rescue to set up feeding stations and shelters for the feral cats in the area so they are out of the public way and can be able to be easily trapped for TNR.
In addition to this we would like to ask the council offer a space where the beaver humane society or vets that are willing to donate their time and resources for a free spay/neuter/rabies clinic can be held at least once a month to allow owners of unfixed cats to come and get their cats taken care of who are unable to secure transport to travel to the shelters or clinics held throughout Beaver County. This space could also be used to host a 'kitten round up' where rescues and shelters could meet people who have either found kittens or their pet has had kittens. They can surrender to the litters to the groups for free to help prevent dumping of the kittens and prevent any future feral cats.
Why should we care about feral cats?
These cats did not ask for this life and we should respect all living things. Cities that have used TNR have seen a decrease in animal shelter overflow, a decrease in the rat/rodent population, a decrease in the number of cats euthanized each year and a decrease in the number of stray/feral cats born each year.
Simply killing these cats will not fix the problem, it will only make it worse and cause an increase in the rat/rodent populations due to lack of predators to keep their numbers in check.
Feral Cats deserve to live out their lives healthy, cared for and unable to breed. Should a feral decide they want to be tamed we will secure fostering and a forever home for them as well as any kittens we are able to socialize via fostering.
We have tried to speak to the council about this at a recent council meeting but we told to sit down and shut up by the mayor.
It is time the caring residents of Beaver Falls make their voice heard and demand a compassionate and proven effective solution to the problem which will benefit both parties involved.
