Despite numerous violations by the USDA and videotaped abuse of animals used in its performances, the Royal Hanneford Circus continues to operate annually at the Westchester County Center. One of the more disturbing incidents involved a trainer who was videotaped attacking elephants with a bull hook and electric prod and instructing other trainers to make them scream by twisting the bull hook into their flesh. Another incident involved an elephant charging toward the crowd during a performance. The new Elephant Protection Act prohibits elephants in entertainment acts, but this law applies only to elephants and only in New York State. Our community does not tolerate the exploitation of animals nor the public danger it creates. The time has come for Westchester County to ban this circus from operating in our community.
