As many of you know we have been in a homeless crisis for many years. Our last point in time count pointed out that we had nearly 200,000 unhoused in California. There has been no Protocol no procedure or no decrease in this status or limited to failed attempts.When covid-19 hit California everything shut down including any type of access to our unhoused community. Sacramento continued with business as usual when it came to our unhoused Community. This included fighting us when we placed sinks so people could wash their hands. (Cdc august 6, 2020 says running water for every camp with 10 or more).They continue to do aggressive police sweeps breaking up encampments with hundreds of people being dispersed at a time. The Public Health and Welfare act states that officials must do everything in their power to curb this contagion to protect the community at a whole. This is not been the case for Sacramento and in a lot of cases across the state there has been an uptick. We gave our city council and our Board of Supervisors and the public health department a notice to cease and desist any further police sweeps. We were told by the City attorney that they were not taking place. Immediately after that Sac Police Department was caught sweeping the unhoused from City Hall with no masks on in close proximity by the Sac Bee. The Sacramento homeless Union then decided to file a lawsuit. We were granted a writ of mandate which enforces the city of Sacramento to comply with a public health order. They continually violate these orders through police sweeps, taking Vehicles, cars citing people even recently moving over a hundred people off of a private property in which the owners tried to work with the city and gave them 6 months to house these people. The city did nothing except intimidate and threaten to fine the property owner if he didnt remove them. Once they were removed the owners are still being threatened with fines for vehicles on the property. All of this is not only against cdc its against the public health order and our lawsuit. If they are going to move these people they need to be moving them into real-time housing per orders. They are not doing this. In fact they're taking their survival gear leaving them on the streets to freeze to death and in the very limited opportunity that they do give a hotel room that is three to seven days in which the police department is then reaching out to local community groups to serve food to these folks and replace the survival gear that they have taken. We also are aware that there has been covid-19 in the camps. There have been deaths due to covid-19 as well as police sweeps.  There has been little to no response on opening buildings warming centers or commandeering hotels in which they have the ability to do. A local epidemiologist wrote out what temperatures,  covid, sickness and conditions can do her advice is to immediately bring people inside.  We then reached out to our local Sacramento public health officer to ask that they step in and intervene and we heard nothing but silence. Sweeping only displaces people from one location to the next this is not a solution. They continue to collect money for our unhoused community and there is zero resourcing or Accountability on what's really going on. We ask that you stand with us an sign this petition to stop sweeps unless they place them into a real-time housing situation in order to protect this community as a whole.
