Tethering, or chaining, is the practice of restricting an animal's movement by using a rope or chain to tie the animal to a fixed object.  Sadly, many animals in our county live their entire lives tied to a tree or post, able to only move a short distance.  Many counties and cities in North Carolina & South Carolina are taking a stand against this practice by implementing laws and ordinances banning owners from chaining pets. County Commissioners of York County, SC recently voted to amend the county's ordinance to ban tethering.  Other cities and counties that have implemented anti-tethering ordinances include:  Asheville, Cary, Chapel Hill, Clayton, Cumberland County, Davidson, Durham County, Enfield, Guilford County, New Hanover County, Roanoke Rapids, Weldon.
