Make chaining dogs to stationary objects illegal in Utah

The Issue

Right now it is currently LEGAL for a person in Utah to chain a dog to a tree and leave it out in any kind of weather so long as the animal is fed and given water. However, this is not a good quality of life for any living creature and in most states is considered abusive. We should step up our game and create legislature to ensure that abusive behavior like this is not allowed within our state. We are smarter than this and our pets deserve better. This lack of action only allows for this type of behavior to continue and evolve into more abuse. By allowing one type of abuse, we are allowing it all.
