Steam Family Sharing Free DLC Restriction

Steam Family Sharing Free DLC Restriction
The Issue
Hello,
A quick summary for those that may be unaware. On the digital storefront Steam, you can share games with others that are a part of your family. This is called Family Sharing. It's a great feature that can allow family members and close friends to play games that you own, and that they do not.
For any game(s) you share, you also will share any purchased DLC (Downloadable Content) you currently own. However, for whatever reason, be it intentional or unintentional. You cannot share free DLC. Which is content that is given freely to owners of the base game.
This restriction leaves the family members you share with, 2 options. Either never get that free DLC (which can usually be fun additional content), or buy a copy of the base game themselves for what is supposed to be given freely... Independent of a developer's intent/wishes.
I am hoping that with this petition, and the thread I linked below. That this feature/bug can be abolished for good. A few developers have had luck in reversing this themselves, or getting Steam to do it for just their game. So it is possible to fix this. But we need Gabe, Scott, Valve, or Steam to fix this for good.
Thank you very much for reading! Hopefully we can get this ridiculous restriction, or elderly error resolved.
Please feel free to go the the link below. It is a thread that I started a while ago to try and combat this problem. There is more information there, and I would appreciate anyone willing to take part in the discussion. Hopefully its visibility, along with this petition, and general noise being thrown at Valve might cause a change.
