The Issue
Petition for Enhanced Public Safety and Accountability Following Racine Christian School Incident
To: The Honorable District Attorney, Racine County
Cc: The Honorable Mayor of Racine, Racine Police Department, Racine Unified School District Board of Education, Wisconsin Department of Justice
Date: September 17, 2025
We, the undersigned parents, teachers, and concerned community members of Racine, Wisconsin, are writing to express our profound outrage and demand decisive action following the grave incident that occurred at Racine Christian School on Wednesday, September 17, 2025. The threats made by two 12-year-old students to "shoot up" the school, along with the discovery of a map of the building, have shaken our community to its core. This is not merely a case of adolescent misbehavior; it is a direct and serious threat to the lives of our children and educators.
We appreciate the swift response of the Racine Police Department and the proactive decision by the school administration to cancel classes. However, we believe that the current legal and social protocols are inadequate to address the severity of this incident and to prevent future tragedies. Therefore, we the community demand the following actions be taken:
1. Waive Juveniles to Adult Court
We formally request that the District Attorney's office seek to waive both 12-year-old suspects to adult court. While we understand the purpose of the juvenile justice system, the nature of these alleged crimes—conspiracy to commit domestic terrorism, making terrorist threats, and disorderly conduct—transcends typical juvenile offenses. Under Wisconsin and federal law, a waiver to adult court is permissible for serious offenses. Given the chilling details of this case, including a mapped plan of the school, we believe that trying these individuals in the adult system is the only way to ensure accountability and to send an unequivocal message that such acts will not be tolerated. A juvenile disposition would not reflect the gravity of the threat and could fail to provide the necessary level of public safety.
2. Thorough Investigation of Parents and Guardians
We demand that the parents or legal guardians of these two individuals be thoroughly investigated. We must determine if the suspects had access to firearms in their homes and if their environment contributed to the planning of this heinous act. A full investigation should include:
* Firearm Access: A search of the residences to determine if any weapons were present and whether they were secured.
* Electronic Devices: A full forensic examination of all communication and electronic devices belonging to both the suspects and their parents/guardians. We request that these devices be seized and reviewed by federal investigators to uncover any additional threats, communications with co-conspirators, or other relevant information.
* Search History: A review of search engine history and online activity to understand the scope of their planning and whether they were exposed to harmful materials.
3. Hold Adults Accountable
The community insists that if any negligence, complicity, or failure to secure firearms is found on the part of the parents or guardians, they must be held accountable to the fullest extent of the law. This incident highlights a critical need for parental responsibility. The safety of our schools depends not only on the actions of law enforcement but also on a vigilant community and accountable adults.
This is a pivotal moment for Racine. The time for soft penalties and inaction has passed. We must demonstrate to our children and to the nation that our community will not tolerate domestic terror threats in our schools. Taking these decisive measures will not only provide a measure of justice for this specific incident but will also serve as a powerful deterrent against future violence.
We eagerly await your prompt and decisive response to these urgent demands.
Sincerely,
The Concerned Citizens of Racine
