Appoint New Leadership Over The Robert W. Johnson Community Center

The Issue

We, the residents of the Jonathan Street neighborhood, concerned citizens, and shareholders of the Robert W. Johnson Community Center, Inc. (RWJCC), are now calling for the immediate disbandment of the current Board of Directors. Carolyn Sterling, Eric Rollins, Ursula Guillory, Joseph Jefferson, Stanley Brown, Jr., Reggie Turner, and David Young, for ineffective leadership, destructive management, and detrimental public remarks against local leaders, local elected officials, and a candidate, now a Delegate-Elect against the greater good of RWJCC and the neighborhood it serves. 

*As of November 22, Joe Jefferson has put in his resignation, issuing a powerful statement in regards to the ineffectiveness, lack of transparency, lack of accountability, and complete disregard for the people it serves.


Ineffective Leadership and Destructive Management:

Residents of Jonathan Street have requested a meeting with this body on three occasions - this body refused all requests. As a result, they are dishonoring non-profits receiving tax-dollar funding - Established by the open meeting rule in the bylaws of the Memorial Recreation Center, Inc., in 1980.


Questions from the community that has gone unanswered are as follows: 

Why was an employee fired during his probation period? 
Why was summer camp canceled with less than a week's notice, causing chaos for the residents relying on this program?
During the cancellation of summer camp, why was another organization allowed access to run a program at RWJCC?
Why is RWJCC currently closed?
With State funding pledged to RWJCC, why would this body only agree to meet with State and Local agencies in private?
With an ineffective board, how can a member of this failed body act as its executive director? 
Why were board members Reggie Turner and David Young fast-tracked to become board members?
Why was there an ousting of a board member for making remarks about an appointed official on her FaceBook page while allowing Reggie to disparage public comments about elected officials? 

Conflicts of Interests:

At least two of its board members, Reggie Turner and Ursula Guillory, have direct conflicts of interest, as Turner is an executive with the Western Maryland Community Development Corporation (WMCDC), with Ursula Guillory’s husband, Scott Guillory, serving on that board. 
Turner introduced a WMCDC memorandum of understanding (MOU) to the RWJCC board, recusing himself only from the vote; Ursula voted on that MOU. In addition, Ursula and Reggie hired WMCDC board member Tereance Moore for board training and strategic planning to amend the RWJCC bylaws. 
Reggie Turner, appointed to the Maryland Commission on African-American History and Culture (MCAAHC), created WMCDC receiving direct State funding from the Maryland Department of General Services and potential pass-through grants from the Maryland Department of Housing and Community Development (DHCD), MCAAHC, and the City of Hagerstown. 


We charge Reggie and WMCDC with collaborating with state officials and stacking the board with like-minded individuals to achieve personal gains for WMCDC and not for the betterment of RWJCC and the residents it serves. 

Detrimental Actions Against Elected Officials:

Knowing that RWJCC relies on tax dollars as a primary funding source, Reggie Turner and Tereance Moore have attacked the Mayor, Council, and the Delegate-Elect on the Flip Side television show. Their disparaging remarks against the elected officials go against the rule of nonpartisanship within a nonprofit organization.
