Airservices Australia Reform
Airservices’ role should be limited to:

• air traffic control
  aviation safety operations
• 
  Not environmental and climate change  regulation.
  Not designing paths.
  Not assessing complaints.
  Not deciding significance.
• These must move to an independent body.
• NFPA

This is what a Structural Conflict is:

A structural conflict of interest is a situation where a person's professional duties may be compromised due to the way the organisation itself is structured or their multiple roles within it. Unlike personal conflicts that might arise from a direct family or financial tie, this type of conflict stems from a system or structural issue, such as holding multiple offices or duties that inherently create a conflict of loyalties. 

Reforming Australia’s Aviation Laws: Why Change Is Needed Now
The Problem
Airservices Australia currently has three roles that directly conflict:

It designs the flight paths
It operates air traffic control on those same paths
It monitors and reports on the noise, pollution, and community impacts of those same paths
No modern regulatory system should allow the organisation that causes the impact to be responsible for assessing the severity of that impact.

This structural conflict leads to:

lack of transparency
inaccurate or minimised impact reporting
poor consultation
concentrated flight paths over rural, residential areas, world heritage national parks, islands etc.
health impacts that are unacknowledged in law
no independent oversight
loss of public trust
Australia is now decades behind the UK, EU, Canada, and the US, all of which separate these functions.
