A  PETITION BY HEALTH PROFESSIONALS OF UGANDA - FREE LORD MAYOR EMERITUS ERIAS LUKWAGO , MUWANGA KIVUMBI, TUGUME MAWEJERE, ON MEDICAL & HUMANITARIAN GROUNDS (& ALL OTHER UGANDANS EXPERIENCING THE SAME)

WE, THE UNDERSIGNED HEALTH PROFESSIONALS OF UGANDA; express our grave concern regarding the reported abduction, continued detention & denial of bail of the Kampala City Lord Mayor Emeritus Erias Lukwago, Muwanga Kivumbi, Gideon Tugume, Sam Mugumya & other Ugandans by military authorities.

WE PETITION AS FOLLOWS;

1. The FREE (bail) of Lord Mayor Erias Lukwago on medical & humanitarian grounds; 
2. Immediate access to independent medical assessment & treatment by qualified healthcare professionals of his choosing. The family disclosed to the public (mass media) that Lord Mayor Lukwago suffers multiple chronic illness in need of constant medication.
3. The same be accorded to ALL detainess & prisoners experiencing the same human rights violations as Lord Mayor Emeritus Lukwago, in Uganda. 

JUSTIFICATION OF THIS PETITION BY HEALTH PROFESSIONALS OF UGANDA

Public statements by the Chief of Defense Forces indicate that Lord Mayor Lukwago was abducted & in military custody. Images circulated publicly showed him blindfolded & bearing signs of physical injury. Every additional hour spent in detention risk of preventable medical complications, permanent disability, or death!

We, health professionals of Uganda, are guided by principles of preservation of life, prevention of suffering, & respect for human dignity.   

(a) Articles 24 & 44(a) of the 1995 Constitution of the Republic of Uganda, explicitly prohibit any form of torture or cruel, inhuman, or degrading treatment & make this right non-derogable;

(b) The Prevention & Prohibition of Torture Act, 2012 that criminalizes acts of torture, cruel, inhuman, or degrading treatment committed by both state officials & private individuals;

(c) The "Nelson Mandela Rules" a.k.a United Nations Standard Minimum Rules for the Treatment of Prisoners of 1995 (revised in 2015);

(d) The World Medical Association Declaration of Tokyo, Japan laying down Guidelines for Physicians Concerning Torture & other Cruel, Inhuman or Degrading Treatment or Punishment in Relation to Detention & Imprisonment (1975); &

(e) The World Medical Association Resolution on the Responsibility of Physicians in the Documentation & Denunciation of Acts of Torture or Cruel or Inhuman or Degrading Treatment (2003).
