We, the undersigned, call for the immediate release, pardon, or commutation of Charles Urban, Federal Register #66226060, a federal inmate currently held at F.C.I. Hazelton. Charles Urban is serving a sentence for a probation violation stemming from an attempted trespassing charge—a minor offense that does not warrant prolonged incarceration. With only nine months remaining on his sentence, Charles is eligible for placement in a halfway house under the Second Chance Act (SCA) and the First Step Act (FSA). Yet, the Bureau of Prisons (BOP) continues to disregard these laws, violating his rights and the very intent of Congress.
Why This Matters:
The First Step Act (FSA) and the Second Chance Act (SCA) were championed as transformative legislation to improve justice outcomes, reduce recidivism, and reintegrate individuals back into society sooner. These laws were enacted with bipartisan support and signed into law by the President in 2018. Yet seven years later, the BOP has failed to adhere to the plain language of these acts, ignoring both their cost-cutting goals and humane intent.
Instead of allowing Charles Urban to transition into a halfway house where he can rebuild his life, the BOP insists on keeping him incarcerated at taxpayers’ expense. The refusal to implement these laws is not only fiscally irresponsible but also morally reprehensible.
A Broken Justice System:
