Dogs and cats are companion animals, they thrive off of human affection. Keeping companion animals outside 24/7 is cruel and inhumane. Wood River has no laws against chaining, tethering, or keeping animals outside without indoor relief. By making the aforementioned actions illegal, we can make lives better for the animals in this area.
