Recent public records obtained from the shelter and comments made by the shelter director validate the need for a thorough investigation. Some of these disturbing reports document incidents of cruelty to animals, including not treating animals in a timely or humane way, intimidating and threatening animals so they won’t pass a behavioral test, not allowing an animal out of the cage or touching the animal before determining it be euthanized, wasteful use of taxpayer monies to run additional medical tests on dogs in order to justify euthanization, and allowing dogs to suffer needlessly for many hours and even days before receiving veterinary care. In addition, there are documented reports of the Director bullying people he’s never met and linking his threats to an official Franklin County social media page. In addition to the cruelty investigation, we would like to recommend and ask for a thorough investigation of all animal reporting and accounting as there are real discrepancies in dog counts. The number of reported dogs often don’t match the number of dogs in cages, one month we were off by nearly 150 dogs. In addition, dogs and cats slated to go to rescues are frequently euthanized before the rescue arrives to get the dogs because of shelter errors. These reports are not isolated incidents. Citizens asking for public records or who request information have been publicly berated by the director. When data is withheld from the public, it begs the question: what is there to hide? This is not the open, transparent government that the Franklin County Commissioners are known for.
