Jersey Central Power and Light causing homelessness for a family of 5, post house fire

On October 30, 2014, my family home caught on fire in the middle of the night.

By the grace of God my whole family, including 3 small children, made it out of the blaze safely. Unfortunately, we only made it out with the clothes on our back; the entire contents of our home were destroyed.

We began the process of rebuilding our beloved home, following all necessary town and state regulations (i.e. permits, inspections, etc...) as well as our home owners insurance mandates, and almost a year later the home is finished and ready for us to return. 

We contacted our local electric company, JCP&L, on July 21, 2015 to relay that our rebuild was complete and to request that our power be restored.  We confirmed that our wattage to the home had to be increased from 100 to 200 to bring it to code and to provide the necessary power that a current home requires.  Our electrician and his office staff also called JCP&L to relay same.  The necessary forms were submitted (i.e. a "load sheet") and confirmation was received from JCP&L on 8-13-15 that all necessary paperwork was in, and that JCP&L staff needed to come out to our home and complete a site inspection.  Our case was assigned to Senior Layout Technician Janice Beauford-Ayers in the Union Beach JCP&L office. 

Since 8-13-15 we have repeatedly called Ms. Beauford-Ayers to request that the inspection be scheduled, to no avail.  Her cold response was always, "I'll get to it when I get to it". 

After FOUR weeks of no power, we finally contacted the local congressman's office to request their assistance.  Ms. Beauford-Ayers came out to our home the next date to complete the inspection (which lasted 2 minutes- enough time for her to get out of her JCP&L truck, walk 3 feet to the front of it, take a few pictures of our home and then get back in her truck).  We then received a bill for $548.91 in "penalty charges" that were not itemized, and told that we would need to pay this in full in order for our home to be "put on the schedule to be energized, which will take an additional 7-10 business days". 

It has now been three days since the inspection was completed, and we have yet to receive a bill.  Nothing is posted online, so we are completely unable to pay the fees in order to proceed.  When we contact JCP&L we are told that they are in the process of "creating the bill", yet they refuse to provide us with a timeframe.

Assuming we receive the bill tomorrow (8-28-15) and pay tomorrow (which is our intention, even though the charges are not itemized and are likely bogus), we will still have to wait another TWO weeks for power.  This means we will be without power for a grand total of SIX weeks.

Our lease on our rental home (post fire) ends on 8-31-15, rendering us homeless as of that date. 

It is clear that Ms. Beauford-Ayers has made it her mission to "blacklist" us, though she has absolutely no reason to do so.  We have a ZERO balance with JCP&L (all our bills are paid up to date), and we have complied with all local and state codes for a rebuild.

PLEASE share this and help my family get our power turned on ASAP so that we can move home.  Waking up at 1:30 am to our house on fire ten months ago, the flames just inches from my two year old sons head is enough trauma.  We don't need to be re-victimized by JCP&L!
