The Issue
The Daybreak proposal is a 400 unit multi-family rental complex at the entrance of of this unique and beautiful town. The project will destroy the beautiful hillside and dump 57' of dirt into a natural arroyo filled with protected saguaros and replace them with very large, modern out of place structures that do not fit in with the local community. The proposed building sizes are 3 stories and would be higher and longer than current town zoning allowances. The project would require 13 variances made to the current town zoning.
The traffic impact on the local community will add 2500 cars into and out of this facility at an already very busy intersection. The proposed entrance/exit would be on a blind corner and increase the likelihood of accidents and possible fatalities.
The potential revenue to the Town for rental taxes is estimated at approximately $175,000 if fully rented. Knowing that the rental vacancy rate in the town averages 10-30% (based on seasonality), the actual revenue to the town could be much less. The revenue is a drop in the bucket compared to the town budget gap and will have zero impact on the Town financials.
The residents of these rentals will likely work in other areas - like Scottsdale, Phoenix, Mesa. They will be more inclined to shop, eat and purchase gas in those areas given the higher sales tax rate within Fountain Hills.
Fountain Hills is known for its world renowned fountain, beautiful hills and its unique connection to nature. The Town Motto is "Escape to the Hills" - encouraging people who live in the Phoenix Valley to visit and enjoy the natural beauty of Fountain Hills. Why would we then destroy one of the towns core natural attractions and attributes particularly at the Western gateway to the town? Fountain Hills General Plan states that we must "protect and preserve existing neighborhoods from incompatible adjacent land uses". This was the vision by town founders and why many residents choose to live in this beautiful town. The Daybreak project could not be further from this vision, is not compatible with the adjacent land and thus does not comply with the General Plan.
Please support us in telling the Town that this project is not what Fountain Hills wants or needs.
