Abandoned dog killed without being given a chance for an adoption

I found a dog abandoned on the side of I-40@US-311. The dog I named, Buster Brown was hungry, scared and very tired from the extreme cold. His only crime was being afraid and confused.
2 Good Samaritan ladies stopped to help me with the dog while I was waiting for police and animal control. The little brown dog was even eating from one of the ladies hands.
Officer Tores arrived, smiled, reassured us that after 72 hour wait the dog would be given a chance to go to qualified rescuers. The dog had been abandoned.
When the time was up we called to find out that they had killed the dog with not even a thought.
Lt. Morris, Officer Scott Bird and the misrepresentative officer Tores should be reprimanded ar least if not fired.
Please urge investigations into the rapid kill at these "shelters" because they are not allowing an animal a chance to be adopted and live.
Officer Bird referred to me as one them "animal lover"...That ol boy is right about that!
