Dear Signatories:

You are hereby requested to email the Office of the Ombudsman of the Philippines via pab@ombudsman.gov.ph, with your appeal for intervention regarding our issue with the Securities and Exchange Commission for issuing its baseless Revocation Order against the New Seataoo Corporation, which is causing undue financial hardships at the time of rising prices of even the most basic necessities.

You can write your appeal in vernacular, or in English, following the recommended formal below:

  1. Approximate date when and why you joined the New Seataoo Corporation dropshipping platform;
  2. Initial capital amount, and total receivable amount (same as total pending withdrawals);
  3. Total number of months with Seataoo;
  4. Describe your overall experience prior to the SEC Revocation Order vs. Seataoo, and;
  5. Current financial condition post SEC Revocation Order vs. Seataoo.

We are doing this because all appeals with the SEC have failed. It's time to seek the help of the Ombudsman, who has the authority, mandate and mechanism to help us solve our problem with the SEC, and best of all, at taxpayers' expense.

MANDATE and AUTHORITY

The Office of the Ombudsman of the Philippines has extensive authority and mandates established by the 1987 Philippine Constitution and Republic Act No. 6770 (The Ombudsman Act of 1989). Here are its key powers and functions:

Primary Functions:
Investigate and prosecute government officials and employees for:
- Criminal misconduct
- Corruption
- Graft
- Unethical behavior
- Administrative violations

Constitutional Powers:
- Direct any public official to perform and expedite public services
- Stop, prevent, and correct any abuse or impropriety in public service
- Recommend improvements to government procedures and efficiency
- Take action on complaints filed against public officials and employees
- Request documents and information from any government agency
- Issue subpoenas and take testimonies
- Punish for contempt according to the Rules of Court

Specific Authorities:
- Conduct preliminary investigation of criminal cases
- File criminal charges before appropriate courts
- Suspend public officials under investigation
- Impose administrative penalties
- Publicize matters of public interest concerning official acts
- Determine causes of government inefficiency
- Review and assess government procedures to prevent corruption
- Provide protection to witnesses and whistleblowers
- Investigate any illegal act or omission by any public official

Special Powers:
- Primary jurisdiction over cases cognizable by the Sandiganbayan (anti-graft court)
- Authority to investigate any serious misconduct in office allegedly committed by officials removable by impeachment
- Power to investigate private individuals who are alleged to have conspired with public officials

Preventive Functions:
- Institute corruption prevention programs
- Recommend anti-corruption measures
- Conduct public awareness campaigns
- Provide education on public accountability

Limitations:
- Cannot investigate the President during their tenure
- Has no jurisdiction over members of Congress and the Judiciary for offenses cognizable by their respective tribunals

The Office operates independently from other government branches and has fiscal autonomy. The Ombudsman serves a non-renewable seven-year term and can be removed only by impeachment.
