Findings & Public Safety Hazards: This specific segment of North Parham Road serves as a vital arterial link connecting local residential neighborhood streets to nearby retail centers, dining establishments, and public transit stops. However, existing conditions present severe safety threats to pedestrians:

Incomplete Pedestrian Infrastructure: While sidewalks exist along portions of opposing corridors, the northbound stretch between the Buckhead's shopping center plaza and Wells Fargo Bank lacks dedicated walkways, forcing individuals to walk along unpaved dirt shoulders or directly inside active travel lanes.
Severe Right-of-Way Hazards: Pedestrians encounter significant physical obstructions along this route, including narrow shoulders, steep ditch slopes, unmaintained ground holes, uprooted tree roots, overgrown vegetation, and utility pole encroachments.
Demonstrated Risk to Life & Public Safety: High traffic density and vehicle speeds along Parham Road make walking on the shoulder hazardous. The absence of a safe walking path along this segment exposes pedestrians to direct collision risks and preventable accidents.
Specific Action Requested: We respectfully request that Henrico County officials take the following official administrative and engineering measures:

Capital Improvement Project Priority: Incorporate the North Parham Road Pedestrian Safety Corridor (Buckhead's Shopping Center Exit to Wells Fargo Bank at Fargo Road) into the Henrico County Capital Improvement Program (CIP) and seek supporting state/federal transportation safety grants.

Infrastructure Engineering & Construction: Conduct necessary survey work to acquire needed right-of-way, adjust shoulder width/drainage structures, and construct a standardized concrete sidewalk with ADA-compliant curb ramps.
Interim Right-of-Way Maintenance: Direct immediate Public Works maintenance teams to clear brush, trim tree limbs, fill shoulder ground holes, and remove obstructions along this specific northbound shoulder to improve pedestrian visibility and safety while permanent construction plans are developed.
