“Forest Hills Village MHC Residents United for Consumption‑Based Billing”
The Issue
We, the unified residents and seniors of Forest Hills Village Manufactured Home Community, 7927 Forest Hills Road, Loves Park, IL 61111, who have signed this petition, are formally demanding three immediate actions by the Loves Park City Council to address the ongoing and unfair aggregate billing of water/sewer consumption in our community.
1. An Immediate Audit
We request a full comparison of the city’s master meter bills against the actual amounts Kingsley Management has charged residents over the past 24 months.
2. Revocation of Billing Authority
If Kingsley refuses to return to a transparent, non‑variable billing structure, we demand that the City Council immediately revoke Kingsley’s authority to bill residents for water and sewer.
3. A Submetering Ordinance
We ask the City Council to follow the precedent set by neighboring Belvidere and amend the municipal code to require that any landlord billing for water/sewer must install individual household submeters. This ensures residents pay only for what they actually consume — known as Consumption Billing.
If the City continues to protect a private equity firm while abandoning its own citizens, voters, and residents, we are prepared to escalate this matter to the Illinois Attorney General’s Consumer Protection Division.
We expect a written response from the Loves Park City Council within 14 business days following receipt of this petition.
