Обновление к петицииForce Colorado Springs to Repair the Barr Trail9 YEARS
COS Land Swap
9 мар. 2025 г.

Hello,

This is my contribution to Citizen's Discussion at Tuesday's City Council meeting:

Good morning,

I have been asking the city one question for 9 years.

What is the estimated cost of all needed repairs on the land that we acquired from the Cog Railway in the land swap?

The damage to that land is so bad that a few years ago the President of Friends of the Peak suggested that this section of the trail be closed.

But the city still refuses to tell me how much it will cost to repair the trail on that land.

The city claims to be “Proud Stewards of America’s Mountain” but the condition of that land is a disgrace to our beloved mountain.

The city acquired millions of dollars in grants to do repairs to the un-repairable Manitou Incline.

I say that it is not worth repairing because it was designed to have rails holding the entire thing together.

The grant money was wasted and may have been illegally acquired because it is not possible that the ties will remain in place without rails holding it all together.

The city did all of that to repair the Incline but refuses to even discuss the cost of the needed repairs to the Barr Trail.

Why is the city suppressing the cost of the needed repairs?

It is not normal for the city to refuse to provide information of that nature.

I have called into question the validity of the appraisal that was submitted for that piece of land by the Broadmoor.

If that appraisal is invalid, the entire land swap is invalid.

I asked about the cost of the repairs during the public comment process.

The question is relevant.

The purpose of the public comment process is to provide the public with all the information needed to make an informed decision.

Does the city only answer questions that they like?

That would be illegal.

The city is required to provide the answers to every question that is asked during the public comment process.

If the city refuses to answer a question, the entire public comment process has been rigged and is thereby invalid.

What is the estimated cost of all needed repairs on the land that we acquired from the Cog Railway in the land swap?

Thank you, Carl Strow
