This is my contribution to Citizen's Discussion at Tuesday's City Council meeting:

Good morning,

I have two questions for the City Council today.

What is the estimated cost for all needed repairs to the section of the Barr Trail that the city owns?

Is the city going to provide an alternate route down from the Manitou Incline?

In 2020, when the Manitou Incline was closed because of the pandemic Karen Palus spoke before the Manitou Springs City Council via video.

She told them that the city was going to begin the NEPA process for the alternate route down from the incline late that year.

Has that process begun?

I only withdrew my opposition to the legal opening of the Manitou Incline because we were promised that an alternate route down would be built and that the overuse of the Barr Trail would end.

While the reservation system has brought some relief the excessive numbers of Incline users coming down the Barr Trail is still a problem.

When does the city estimate that the alternate route down will be open?

In 2016, during the public comment process for the land swap, I asked the city to tell us the estimated cost of all needed repairs to the land that was owned by the Cog Railway.

Why did the city refuse to provide the public with this information?

The city may not withhold relevant financial information during a public comment process.

My sources have told me that Rocky Mountain Field Institute has told the city that this land needs at least one million dollars of work.

Is this true?

Does this omission invalidate the public comment process and the appraisal that was submitted by the Broadmoor for that land?
