This is my contribution to Citizen's Discussion at Tuesday's City Council meeting:

Good morning,

In June 2019 Councilman Murray forwarded my comments to the City Council on the subject of the land swap to Britt Haley of the Parks Dept.

The response that I received from her is offensive. She pretends to not understand most of my questions, I believe that she intended to offend me and make me go away.

If she were confused about my questions, she could have asked Councilman Murray to explain as he had heard me discuss the issues many times.

I have attached a copy of her email to this one.

It is very disturbing that she has been promoted to Parks Director in light of this email.

She is an attorney, an officer of the court.

The issues I am discussing in that email are legal issues.

The land swap is a multi-million-dollar transaction. The city conducted a flawed public comment process before approving the land swap. Our new Parks Director does not appear to have proper respect for the law, or questions from Citizens of our city.

I have been asking the city to tell me the estimated cost of the needed repairs on the land we acquired from the Cog Railway for nearly 7 years.

Britt Haley does acknowledge that Parks Dept has been in communication with Rocky Mountain Field Institute about the issue.

"Rocky Mountain Field Institute (RMFI) estimates annual maintenance to the section of the Barr Trail impacted by Incline return traffic to be approximately $40,000."

Does our Parks Director claim that she does not know the estimated total cost of all needed repairs to that land? Am I to believe that RMFI has never given the city a full rundown of the estimated cost of all needed repairs.

Why did Steve Bremner recommend that we close that trail and build a reroute?

What is the estimated cost to make the existing trail sustainable?

Is our new Parks Director trying to cover up a flaw in the public comment process in her email of June 13th, 2019?

Do we need to consider terminating her employment with the city?
