COS Land Swap

In my comments for Tuesday's Citizen Discussion I said:

“While I am not convinced that the City and the Broadmoor fully understood this at the beginning of the public comment process, I find it hard to believe that they did not know by the time the land swap was approved”.

I have been thinking since then, and I now feel that the Broadmoor must have known that the land they were unloading on the City needed hundreds of thousands of dollars in repairs.

Based on numbers the City gave me a few years ago it appears that the City of Manitou Springs had spent around $130,000 on the Cog Railway's land before the City acquired it in the land swap.

Did Mr Damioli fail to tell the City? Surely he knew. Mr Spencer Wren, boss at the Cog Railway even spoke in favor of the land swap during at least one public meeting.

They were quietly dumping what they knew to be a lemon?

RMFI had been working on that land since 2013, the public comment process was in the spring of 2016, RMFI had to know that the land needed hundreds of thousands of dollars more in repairs.

We can be sure that the Broadmoor and the Cog Railway also knew.

Did the Broadmoor defraud the City?

Did the Broadmoor know that the land needed hundreds of thousands of dollars in repairs, and intentionally withhold that information from the company that prepared the appraisal for that land?

That would be a crime, would it not?

Please inform the public of the fact that we have discovered potential fraud by the Broadmoor.
