Being empathetic to stray dogs doesn't cost you anything. Stray dogs are everywhere. In front of any food shops. Asking each and everyone to just be empathetic doesn't help. In every municipal wards, there should be one animal welfare person appointed by government body, who will look after the neutering/spaying of all the stray dogs in the same ward, their shelter during monsoon, winter, summer, a Dr. whenever needed, clean water, food everyday. Very basic needs.
