Improve Child Find in North Carolina

The Issue

In North Carolina Children with special education needs can benefit from a number of therapies and interventions, generally, the sooner they receive treatment, the better their academic outcomes will be. Child Find is a provision of federal law under The Individuals with Disabilities Education Act (IDEA).  Child Find requires the State to continuously search and evaluate children who may have a disability with the use of Child Find activities.  These activities can vary widely from school district to school district. For example, one district might hold periodic conferences to train staff on policies, while another may hold playgroups, during which parents are asked to complete a developmental milestone questionnaire.  In disadvantage communities throughout North Carolina Child Find has been a failure!  Rather than identifying children effectively our state department of education continues to enable school districts to feed the school to prison pipeline!  It is high time this changes.  We are asking the North Carolina Department of Education, Exceptional Children Division to provide detailed, consistent and substantive standards for Child Find to all Local Educational Agencies to follow NOW!  WE NEED TO PROVIDE OUR CHILDREN AN OPPORTUNITY TO IMPROVE THEIR ACADEMIC OUTCOMES!!!
