People who purposefully abuse animals frequently are “practicing “ to begin abusing and killing humans. Other people who abuse and neglect animals are simply cruel and uncaring. Some, such as dog fighting rings, are profiting from the pain and agony of other thinking and feeling animals.

These abusers often get off with a “slap on the wrist” or minimal fines. This is unacceptable. These monsters can simply buy another animal or “adopt “ from an overcrowded shelter and the cycle of pain, misery, and emotional abuse of an animal with no recourse and no voice begins again.

This must stop.

Create a statewide animal abuse registry, of those convicted of animal abuse or neglect, which must be checked prior to allowing any person to obtain any animal sold or adopted/ re-homed as a pet from any pet store, breeder, or shelter.

My name is Dr. Elizabeth Pepe; I have been practicing medicine for almost 30 years, and I have firsthand knowledge of people who have been abused by family members. I also know that the same abusive people have abused or neglected their “pets”. These abused people were patients of mine who were adults but did not want to report the abuse, and therefore my hands were tied. There are multiple studies as well as actual criminal cases proving that sociopaths and other killers began their “careers“ as animal abusers.

Placing these animal abusers on first a state wide registry, and then hopefully on a national registry, will help in two ways. The first way will be to help end the cycle of animal abuse with people who easily obtain other animals to abuse. The second way this could help would be to gather evidence/history of animal abuse which could be obtained during the investigation of criminal matters involving person on person violence.
