Non-motorized boats have little to no environmental impact that a registration fee would be used to alleviate.  Personally I have rarely used boat ramps and have no need of channel markers or any other state provided resource.  I believe there are many residents who choose non-motorized boats to enjoy Florida waters because motorboats and gas with trailer and registration are unaffordable.  Adding registration fees to non-motorized boats seems to be another effort to wring more money from Florida residents.
