Superintendent Liz Fagen has led Special Education in DCSD down a destructive path for the education of students with special educational needs (exceptional learners). We are a group of concerned parents and are asking our community to support the education or our students in DCSD regarding the following concerns:
Special Education Teacher Turnover: Special Education students need experienced teachers with whom they develop relationships and those same teachers who have developed relationships building wide with general education teachers. Teacher turnover in DCSD is harmful to our students. Special Education teacher turnover in DCSD can and has had devastating effects.
Professional Development: Lack of meaningful Professional Development for General Education and Special Education teachers.
GVC: The "Guaranteed and Viable Curriculum" has come with a directive from Superintendent Fagen to limit Direct Instruction. Direct Instruction is a critical component of learning for many students with special needs as well as their non-disabled peers.
Mild/Moderate Programming Changes: New programming that splits the role of the special educator for mild and moderate programming into a generalist who creates the IEP's and a special educator who implements them. This has NOT been good for students or special educators. When a professional writes an IEP who does not know the student, it takes the "I" out of IEP.
CHOICE: Special education students rarely have choice in where they attend school. Educational programming needs for students with special needs are rarely met at charter schools. The new Voucher Program provides a fraction of the actual cost for a special education student to attend a specialized private school. Most private schools will not accept our students. Where is the "choice" for students with Special Needs in DCSD? #differentnotless
Transparency: There is a lack of transparency in DCSD for where SPED funds are being used, what programming is available and what DCSD is using to back up their claims of "current researched based strategies and methods" to meet the unique needs of all learners.
Parent Participation: By law, parents are required to be included as members of the IEP team. However, in DCSD, many parents are being denied meaningful parental participation in their child's IEP development and education.
