Fix Chinchilla's Drainage and Flooding Problems – It's Time for Action!
Chinchilla Residents Deserve Better Drainage and Flood Protection
We, the residents, property owners and business owners of Chinchilla, are calling on Western Downs Regional Council to prioritise improvements to the town's existing stormwater drainage infrastructure and flood mitigation systems.

For many years, established areas of Chinchilla have experienced ongoing drainage issues, localised water inundation and significant flooding.

Importantly, these problems are not limited to major flood events.

Even during ordinary rainfall, water can accumulate and back up in residential streets, around homes and across properties where existing drainage pathways are unable to adequately manage stormwater runoff.

During heavier rainfall and major flood events, these problems are compounded as the existing drainage system becomes overwhelmed.

The result is repeated property damage, disruption to businesses, financial hardship, rising insurance premiums and ongoing concern for affected residents.

The Most Affected Areas
Of particular concern are established residential and commercial areas north of the Warrego Highway, including properties situated along or near the existing drainage corridor extending through:

Boyd Street ,Wambo Street
King Street
Oak Street
Park Street
Colamba Street
Heeney Street
Helena Street

Surrounding streets and properties connected to these drainage pathways
Areas affected by drainage restrictions and rising water levels associated with Charleys Creek
These locations form part of the drainage corridor identified in the flood mitigation proposal presented to Council.

Residents in surrounding areas may also experience flooding and drainage issues, and their concerns deserve equal consideration.

Approximately 10 years ago, flood mitigation works were undertaken in newer residential estates. However, many established areas continue to experience drainage problems and repeated inundation.

Residents in older, established areas of Chinchilla deserve the same consideration when it comes to investment in drainage and flood protection infrastructure.

A Flood Mitigation Proposal Has Already Been Presented to Council
Earlier in 2026, a deputation was presented to Western Downs Regional Council outlining a proposed flood mitigation and drainage improvement plan for Chinchilla.

The presentation, titled Chinchilla Flood Mitigation – Ideas for Today and Tomorrow, identified the existing drainage corridor north of the Warrego Highway and outlined several potential improvements.

Rather than simply raising concerns about flooding, the deputation put forward practical ideas for Council to investigate.

What Was Proposed?
1. Increasing the capacity of the existing drainage network

The proposal recommended widening and deepening sections of the existing drainage pathways to allow a greater volume of stormwater to move through the system.

The intention is to reduce water backing up and accumulating in surrounding residential and commercial areas during rainfall.

2. Improvements to drainage between Wambo Street and Charleys Creek

The proposal identified several sections of the existing drainage corridor requiring consideration, including:

Section 1: Wambo Street, identified as the starting point of the designated drainage corridor north of the Warrego Highway, Boyd Street.
Section 2: Between King Street and Park Street, crossing Oak Street.
Section 3: The public oval between Park Street and Colamba Street.
Section 4: The public oval between Colamba Street and Heeney Street.
Section 5: Between Heeney Street and Helena Street.
The drainage connection towards Charleys Creek.

3. Increasing stormwater storage capacity using existing public spaces

The deputation proposed excavating and lowering two existing public ovals between Park Street, Colamba Street and Heeney Street to create additional stormwater storage capacity.

The presentation proposed recessing these areas to a depth of at least six metres.

4. Improving drainage in areas where water regularly accumulates

The proposal also recommended investigating gabion systems in shared areas where water consistently collects, with the aim of improving water movement and drainage performance.

5. Relocating the existing caravan waste dump site

The deputation identified the relocation of the caravan waste dump site as part of the proposed drainage corridor improvements.

What Could These Improvements Achieve?
The proposal identified several potential benefits for the Chinchilla community, including:

Improved stormwater drainage during ordinary rainfall.
Reduced water accumulation and backing up in established residential areas.
Increased drainage and water storage capacity during heavier rainfall.
Reduced risk of inundation to homes and businesses.
Potential reductions in property damage and associated recovery costs.
Improved protection for local businesses.
Potential long-term benefits for insurance affordability and Council infrastructure maintenance costs.
The deputation suggested that the proposed works could potentially reduce flood levels by approximately 1–1.2 metres.

The March 2026 Floods Reinforced the Need for Action
The significant flooding experienced in Chinchilla during March 2026 once again highlighted the vulnerability of our community.

Homes, properties and businesses were impacted, with residents facing disruption, damage and the challenges of recovery.

However, the community's concerns go beyond major flood events.

Residents should not have to experience water backing up around their homes and properties during ordinary rainfall because existing drainage infrastructure is struggling to cope.

We need solutions that address both everyday stormwater drainage and the risks associated with major flood events.

What We Are Asking Western Downs Regional Council to Do
Through this petition, we respectfully request that Western Downs Regional Council:

Formally review the deputation and flood mitigation proposal presented earlier in 2026, including the identified drainage corridors and proposed improvements.
Investigate existing drainage limitations in established areas of Chinchilla, particularly north of the Warrego Highway, where water accumulates during ordinary rainfall.
Commission appropriate engineering and hydrological assessments to determine the feasibility, safety and potential effectiveness of the proposed drainage improvements.
Assess the potential use of existing public land and drainage corridors to improve stormwater management and reduce inundation.
Investigate available funding opportunities through Council, Queensland Government and Australian Government infrastructure and disaster resilience programs.
Prioritise practical drainage and flood mitigation improvements within Council's future infrastructure planning and budget considerations.
Engage directly with affected residents and business owners to better understand the extent of localised flooding and drainage problems.
Provide a public update and clear proposed timeframes outlining Council's assessment of the deputation, any further investigations required and the next steps towards potential improvements.
This Is About Protecting Chinchilla's Future
Flooding and inadequate drainage affect more than individual properties.

They impact families, local businesses, infrastructure, insurance affordability, property values and confidence in the long-term future of our town.

We recognise that flood mitigation projects require careful planning, appropriate technical assessments, environmental consideration and funding.

However, a proposal has already been put forward identifying possible improvements to Chinchilla's existing drainage infrastructure.

We are not asking Council to undertake unassessed works. We are asking Council to properly investigate the proposed solutions, consult with affected residents and prioritise action.

The residents of Chinchilla deserve to know what can be done to address these ongoing issues and what steps Council intends to take.

Add Your Voice – Sign This Petition!
Whether you have personally experienced flooding, live in an affected area, operate a local business or simply want to support improved infrastructure for Chinchilla, your signature matters.

We encourage residents to share their experiences, identify drainage problem areas and support a community-wide call for action.

Let's work together to make stormwater drainage and flood mitigation a priority for Chinchilla.

Protect Our Homes. Support Our Businesses. Invest in Chinchilla's Future.
