This week Reform California announced its intention to combine that signature drive with an important effort to qualify a game-changing ballot initiative to SAVE PROP 13 AND REVERSE TAX HIKES in 2026!

The first step has now been taken in this strategy. After months of legal work, the revised text of the game-changing California Taxpayer Protection Initiative has been officially filed by the Howard Jarvis Taxpayers Association as a state constitutional amendment!

Here’s what the revised CA Taxpayer Protection Initiative will do:

Restore Two-Thirds Vote on Tax Hikes:The measure restores the important two-thirds vote requirement for all earmarked local tax hikes – reversing the destructive Uplands court decision that made it easier to impose tax hikes.
Block Property Tax Hikes: The measure bans politicians from imposing costly and unfair “property transfer taxes” which forces property owners to pay 4-5% to the government on the entire value of their house (not just their equity) when they sell.
Save Taxpayers Billions: The totality of the reforms in this measure will save California taxpayers $15-20 billion in the first two years – with billions more each year thereafter
With the filing of the initiative with state election officials, the clock now begins for backers to qualify the initiative before the state-imposed deadline for the 2026 ballot.

Why Passing CTPI Is Needed:

Democrats Will Never Stop Their Attacks on Prop 13 and Plan Massive Tax Hikes Next Year!2026!

California state taxpayers already pay the HIGHEST tax burden in the nation – but Democrat politicians at the state and local levels want to repeal Prop 13 and impose billions in costly and unfair tax hikes!

Repeal of Prop 13 Would Cost Taxpayers $20 Billion or More

The “Split Roll” Property Tax Initiative would repeal Prop 13 on a variety of properties and lay the foundation for the complete elimination of all Prop 13 property tax savings for all homeowners. Voters have repeatedly rejected the “Split Roll” Initiative – but Democrats are expected to put a false and misleading title on their ballot measure to try to fool voters into approving it in the 2026 election.

If Prop 13 were repealed in 2026, the average CA homeowner would see their property taxes increase by $3800 a year – with some homeowners seeing a much larger spike.

Latest Costly Tax Hike:
CA Mileage Tax (AB 1421) Would Charge You Per Mile You Drive

Our campaign to pass the CTPI will spotlight various tax hike schemes that the Democrats are working on. Take the crazy plan to impose a Mileage Tax on all drivers!

Tthe California Mileage Tax (AB 1421) would require tracking every driver’s mileage and charging them 6-9 cents per mile they drive. That is the equivalent of an 80-cent-per-gallon hike in the gas tax!

The typical California driver will be forced to pay $900-1200 a year in higher taxes just to drive on poorly maintained freeways they already paid for with the original gas and sales taxes! When you add the new MILEAGE TAX to the existing GAS TAX and CAR TAX, the typical two-car family will end up paying more than $3000 in taxes a year for just the privilege of driving in California – not including the cost of the car itself!

4. Savings Tax: Politicians want a new tax on your personal savings and investments

5. Gas Tax: The state gas tax will increase to nearly $2 per gallon after 2026 if Democrats impose all their proposed tax hikes and regulatory costs.

6. Utility Taxes: CA Democrats continue to increase fees and taxes on your utility bill – and recently imposed a costly and unfair “Flat Rate” charge on all utility bills.

7. Local Tax Hikes: Each cycle we see nearly 250-400 local tax hikes on the ballot statewide – and we oppose all of them!
