Amends Mental Health Services Act.
Authorizes $6.38B in bonds to buildmental health treatment facilities for people with behavioral and substanceabuse challenges,
and $2B to fund housing for the homeless.

Moves control of mental health funding (approx $140M annually) from county control to the state (sound familiar?).
Invests $4.4B in the construction of 10,000 treatment beds
Applies the same illogical thinking to mental health policy that has scummed up housing policy. "Localities haven't done enough. The state can do better. We can BUILD our way out of the problem."
