Fire Deputy Michael Cody Rayborn From the Rankin County Sheriff's Department
The Issue
Security camera footage shows a Rankin County, Mississippi sheriff's deputy walking into a police station late at night, cutting off the lights, and touching a dispatcher named Joanna Karras on her hand, back, and leg for roughly half an hour while she was alone and unable to leave. When a judge reviewed that footage this year, he called the deputy's conduct "unwanted," "improper," and "unprofessional," according to Rankin County Court Judge David Morrow Jr. — then dismissed the criminal charge against him anyway, because Mississippi has no clear law against groping an adult.
That deputy is still wearing a badge today.
This isn't the first time he's faced serious misconduct claims. Years earlier, as a guard at the county jail, multiple inmates accused him of beatings, racial slurs, and death threats. The sheriff's department has a general rule against harassment, but no specific policy on sexual misconduct by officers, and it has never said whether it disciplined him.
This case landed just years after several Rankin County deputies went to prison for torturing residents, in a scandal that was supposed to force reform. Instead, a woman who came forward says she lost her job while the man she accused kept his.
Sheriff Bryan Bailey has the authority to remove Rayborn from the force. A department that wants the public's trust back cannot keep an officer on patrol after conduct a judge himself condemned on camera.
Sign the petition demanding Sheriff Bryan Bailey fire Deputy Michael Cody Rayborn now — before another Rankin County resident is left alone with him.
