MOORE - Chief Moore and Captain Mike Horak have placed the Eastfield Police Dept. in jeapardy of being shut down by DCCCD , or worse, being shut down by the Dept. Of Justice, or perhaps the Dallas County Sheriff's Dept. As Chief Of Police for the past 14 years, Mr. Moore has allowed subordinate supervisors to harrass, coerce, and intimidate fellow officers. He has also allowed wrongful terminations, Title VII violations, multiple labor violations, an unheralded amount of department policy violations, and upheld a hostile work environment. Chief Moore has also allowed the continued employment of Police officers who have conducted illegal searches and siezures, maintain personal criminal records, mistreat prisoners in custody, allow racist statements and behavior to go unchallenged. Chief Moore routinely makes illegal traffic stops in his personal van.Chief Moore has also issued a Police badge number #400 to a civilian College Vice President, Jim Jones, and allowed him to conduct criminal investigations, as well as unauthorized access to NCIC and TCIC records and criminal history reports in violation of State and Federal law.  Chief Moore has also continued the employment of a female officer who refused to pursue an armed suspect who was in plain sight, who also refused to give the suspect's location to other pursuing officers. Chief Moore authorized the terminations of his most experienced officers, opting instead to recruit and hire supervisors who have recieved " Votes Of No Confidence " by their entire police departments such as Capt. Mike Horak or Lt. Tim Ellington,or recalled to the district office for misconduct such as Lieutenant Tim Ellington, or who have been demoted from command positions down to a patrolman such as Capt. Mike Horak, or have given direct orders to fellow officers to perform duties in violation of department policy, then reprimand or terminate those officers. Chief Moore violated DCCCD policy by hiring Officer Thelma Perkins, promising her a day shift only, when district policy for police officers requires " availability of any and all assigned shifts to provide the maximum safety and security of the campus ". Chief Moore continues the employment of Officer Thelma Perkins by allowing her to let motorists driving without a license to drive on the campus, yet write court citations for minor parking violations.Chief Moore has allowed his supervisors to change work schedules of the entire police department so that it would fit the " off-duty" schedule of certain officers, then allows those officers such as Brandon Boney and Kevin Livingston to work off-duty hours in excess of the 24-hour limit per week department policy. He also continues the employment of a female officer, Donna Thompson, who refuses to wear the prescribed uniform as required. He continues the employment of a female officer who won't work certain police duty schedules because she says it conflicts with her daycare, then assigns her as a Gang Intervention officer with less than six months experience as a Police Officer such as Thelma Perkins. TCLEOSE records verify she only had 5 months experience as a Police Officer prior to her assignment. He allowed the reprimand of officer Byron Nelson Langley by his training officer Kevin Livingston who needed a restroom break during training. He continues the employment of a female officer, Donna Thompson, who literally left the scene of a traffic stop with multiple occupants, leaving the primary officer without cover, simply because she didn't like the officer. He reprimanded an officer for responding to an officer-needs-assistance call from Mesquite Police. He continues the employment of a female officer, Donna Thompson, who failed to supervise a handcuffed and chained suspect who then choked her unconscious while still shackled! He continues the employment of a female officer, Donna Thompson, who responded to a man in a women's restroom, his pants off, with a hypodermic needle in his leg, behavior consistant with a person under the influence, yet was let go with a " warning", not to mention Chief Moore was on the scene supervising, Eastfield Police report #2007001058. He continues the employment of Officer Byron Nelson Langley who has amassed 25 internal affairs complaints during his 18 month employment.! He continues the employment of Officer Thelma Perkins who left a fellow officer alone, Kevin Livingston, without cover, to escort 3 male combative subjects who had just committed an assault. A veteran officer who was a Field Training Officer reported the safety issue to his immediate supervisor, then to Lt. Ellington and days later he was fired!! His immediate supervisor was then forced to resign without cause.Chief Moore assigned Officer Brandon Boney to the Tactical Team after only 2 months as a Police Officer according to TCLEOSE records, his only previous experience being a security guard for Heartland Security company. Chief Moore promoted Officer Brandon Jack Boney to Corporal, despite his criminal record, with less than one year as a Police Officer, even before receiving his Basic Peace Officer Certification from Texas Commission On Law Enforcement Standards And Education (TCLEOSE). Chief Moore has refused for the past 14 years to promote any officer of Hispanic origin! Chief Moore conducts personal business using his county telephone to solicit business for his private company, Regency Mortgage Group, 737 Arbor Dr., DeSoto, Tx. Chief Moore received designation from Dallas County as a handicapped person, yet maintains his employment as a sworn officer. Documentation also exists to support Chief Moore in Violation of Fiduciary Trust, Discrimination of National Origin, Negligent Hiring, Negligent Assignment, Negligent Retention, Wrongful Terminations, Workman's Comp. Fraud, Sexual Harassment, Maintaining A Hostile Work Environment, Coercion, Retalliation, Falsifying Government Records/Documents, Misuse of County Property/Telephones, Violation of the U.S. Whistleblowers Act................ EASTFIELD PRESIDENT DR. JEAN CONWAY - Dr. Conway refuses to discipline Chief Moore in any way, and has stated for the record that she supports him and the entire police department and it's behavior. Dr. Conway has prior knowledge of Capt. Horak and his demotion when she was assigned to Richland College, yet continues to uphold his actions. Dr. Conway has authorized the wrongful terminations of veteran police officers solely on the basis of Capt. Horak's word, despite her knowledge of his proven lack of integrity and honesty. Dr. Conway continues to uphold the employment of Officer Brandon Boney, despite his criminal record and violating the civil rights and illegal searches and seizures he regularly conducts on the Eastfield College campus. Dr. Conway refuses to allow the Eastfield Police department to release the dash-cam video of May 14, 2010. On this date, an Eastfield student videotaped Officer Brandon Boney illegally stopping, detaining, and searching an African American woman in his personal vehicle, a fact that he admits when the woman asks him why he stopped her using his personal car, complete with red & blue police lights. A marked Eastfield police car then arrives on the scene with the dash-cam recording because the student noticed the red recording light from the windshield. Dr. Conway will not release this tape! Dr. Conway continues the employment of Officer Brandon Boney after he pushed an African American, handcuffed suspect down the stairs and broke his ankle. Dr. Conway continues the employment of Eastfield police secretary Jonetta Bolton who refuses to give correct forms and information under the FOIA to persons requesting public police information, as well as discussing and disseminating confidential employee information requested from human resources under false pretenses. Dr. Conway continues the employment of Officer Mellissa Jacobs, despite her termination from Dallas Police dept. due to internal affairs complaints during her 11-month career with DPD, and her racist behavior at Mountain View College Police department, which she has continued at Eastfield College. Behavior undoubtedly learned from Mountain View Lieutenant Scott Lynch, who was terminated from DART Police dept. for pushing down an African American woman holding her baby! Dr. Conway refuses to allow police secretary Jonetta Bolton to release Officer Jacob's racial profiling documents concerning her traffic stops of African American and Hispanic motorists. Officer Jacobs was recently promoted to Corporal despite her lack of experience. Dr. Conway is one of three finalists for the permanent position of Eastfield College President. Don't let this happen!! EASTFIELD HUMAN RESOURCES DIRECTOR PATRICIA RAYFORD - Ms. Rayford has upheld without challenge the wrongful terminations of veteran police officers, despite doctored and misworded documents, and the word of Capt., Horak and Chief Moore. The officers were terminated or forced to resign or retire because they reported the multiple violations to their immediate supervisors. They, as well as their immediate supervisors were terminated for whistleblowing. Ms. Rayford was discovered lying to a state agency, the Texas Workforce Commission, during a wrongful termination hearing.Ms. Rayford routinely places false information in personnel files of minority employees. One officer attempted to transfer to 3 different campuses, yet was unable to because of false statements placed in his file by Rayford and Lt. Mosley. President Jean Conway is on record saying she supports Ms. Rayford and continues her employment. Ms. Rayford also gave confidential employee information to an unauthorized person, Professor Michael Santiago, which contained confidential medical records in violation of the U.S. HIPPA & FERPA Acts without discipline. Ms. Rayford has severely violated mountainous volumes of DCCCD District Human Resources Policies & Guidelines, The Fair Labor Standards Act, Title VII Violations, Commission On Colleges Public Integrity Standards & Regulations, U.S. EEOC violations, Libel, Slander, & False statements on a Government Record. SHERLYN FULKERSON, HUMAN RESOURCES EMPLOYEE - Intentionally gave false and misleading interview times for promotional interviews to minority applicants Capt. Horak designated on his personal termination list. Chief Moore was notified of the discrepancy and took no action.Fulkerson was given the opportunity to correct the information, yet gave false and misleading information again to applicants, not realizing one of the applicants was an undercover labor investigator. A Hispanic Officer applied for a promotion on 2 occasions, each time being the only applicant, yet was told by Fulkerson and Chief Moore that there were no applicants. Dr. Conway continues her employment without reprimand. LIEUTENANT MARVIS MOSLEY - Incompetent. Fired by Lancaster P.D. Fired by DISD. Fired by SMU P.D. Fired by Coppell, TX P.D. Demoted to part-time by Cedar Valley P.D., then amazingly hired as a Lieutenant for Eastfield P.D. by Chief Moore!!  LIEUTENANT TIMOTHY ELLINGTON - Lt. Ellington was dismissed by Cedar Valley College Police department for criminal activity, misconduct, labor violations, Vote of no confidence by the entire Cedar Valley Police Dept., wrongful death of a student, and false arrest, sexual harassment of Lt. Kathy Mack among other female officers, among other things, then recruited by Eastfield Chief Tyler Moore. Lt. Ellington entrapped and falsley arrested a Cedar Valley student, Byron Nelson Langley, Cedar Valley Police report #2006001414. The Dallas District Attorney refused to take the false arrest case. To keep Mr. Langley from suing the department, Lt. Ellington hires him as a Cedar Valley police officer! Ellington was then promoted to Captain, despite his bungling of a medical emergency call which led to the wrongful death of Eastfield College student Jon Wesley Anderson, Cedar Valley Police report#03050180. After Ellington's dismissal at Cedar Valley College, he was hired as a Sergeant at Eastfield College police dept., yet due to his lack of qualifications for the position as it was written, he was promoted up to a Lieutenant by Chief Moore! Ellington's first act as an Eastfield Lieutenant was to hire Officer Byron Nelson Langley who is now assigned at the Pleasant Grove campus!! Lt. Ellington was the senior officer on duty at Eastfield College on August 24, 2010 when a female student was brutally raped. The rape occurerd in the same building which houses the Police department! Lt. Ellington never notified the Eastfield students, staff, or faculty, or posted a " Timely Notification " as required by the Cleary Act. The only police report filed was by the Mesquite, TX police department, not Eastfield until a week later! Lt. Ellington falsified his department firearms qualification. He had Lt. Knight, a Dallas Deputy Constable from precinct 5 conduct his "qualification" while he was under investigation from the Constables office. No other official from Eastfield Police was present to certify his qualification. Lt. Ellington allowed Officer Byron Nelson Langley to work "off duty" as a police officer while Langley was a part-time police officer which is a violation of Texas Law. Langley even bragged that he was carrying a Desert Eagle firearm off duty.Langley told his fellow Cedar Valley officers and Capt. Ellington at the time that if he gets caught working off duty as a part time police officer, his excuse will be that he was mistaken for his twin brother, a full time Police Officer for Combine P.D. Received a " Vote Of No Confidence " by the entire Cedar Valley College Police Department, which forced his Chief, Johnny Hullet to resign. Despite Ellington's horrendous record, Chief Moore and Jim Jones felt he was a " good hire " for Eastfield because veteran Eastfield Officers, though qualified, were aware of Chief Moore's incompetence and would not go along with his and Captain Horak's corrupt behavior. Lt. Ellington's behavior is so corrupt, inept, and incompetent that we refer you to the attached 52-page document which led to his termination by DCCCD District Human Resources, (yet amazingly was given a command Lieutenant position again at Eastfield College), because they are too numerous to list in this format. PROFESSOR MICHAEL SANTIAGO - Mr. Santiago has been disseminating and attempting to sell confidential employee and medical records of Eastfield Officer Byron Nelson Langley. An anonymous faculty member was approached by Mr. Santiago, not realizing the entire conversation was videotaped by a nearby student. Mr. Santiago has also been conducting illegal police investigations and human resources investigations at Eastfield College at the direction of H.R. Director Patricia Rayford and Captain Mike Horak. VICE PRESIDENT JIM JONES - Mr. Jones was issued a police badge by Chief Tyler Moore, badge #400. Mr. Jones has used his badge to impersonate a police officer and conduct criminal investigations on at least 3 occassions, the last of which he summarily terminated the employment of his subject because she would not file a complaint. Mr. Jones even enlisted the help of Administrator Esther Bueno to help with his interrogations.Mr. Jones was instrumental in recruiting his long-time friend and golfing partner Lt. Timothy Ellington, with full knowledge of his termination from Cedar Valley Police Dept. Mr. Jones used his position and influence to direct District Human Resources to hire Ellington over the other qualified applicants with clean records and backgrounds. Mr. Jones was instrumental in procuring the Dr. Pepper contract for Eastfield College in order to receive kickbacks from the company, supplementing his $111,000 slary. At last count, Mr. Jones is responsible for Impersonating A Peace Officer/Public Servant, Unlawful Detention, Official Oppresion, Violation Of Fiduciary Trust, Discrimination Of National Origin, Falsifying Government Records, Child Endangerment, Negligent Hiring, & Violation Of Civil Rights. CAPTAIN MIKE D. HORAK - Since May 2007, Captain Horak has been impersonating an Army Military Officer, then submitting paid leave forms to Human Resources according to police secretary Jonetta Bolton. The National Personnel Records Center in St. Louis, MO. shows no military service record for Michael D. Horak. Mr. Horak was also terminated from the Heath, TX police department because of sexual misconduct with a minor. Capt. Horak has also managed to be the recipient of a "Vote Of No Confidence" by the entire Richland College Police department, which led to his demotion from a Lieutenant to a patrolman on the graveyard shift. Captain Horak is on record for trying to recruit two Caucasian police cadets and telling them he was  " taking back the department" because there were too many minorities. Capt. Horak gave confidential employee files and information of Officer Byron Nelson Langley to an unauthorized person, Professor Michael Santiago without the consent of Officer Langley

We are asking that you sign this petition to remove the entire Executive Administration, specifically President Jean Conway and her staff, as well as replace the entire Police administration and police supervisors at Eastfield College.This petition was created to benefit the safety and dignity of the Eastfield College student body, staff, faculty, and surrounding community. Due to the current administration, administrative staff has gone unchallenged, terminating employees without cause, yet retaining employees who are incompetent or negligent. The administration has no regard for civil rights, civil liberties, labor laws, or constitutional amendments.

They, as well as their immediate supervisors were terminated for whistleblowing. Ms. Rayford was discovered lying to a state agency, the Texas Workforce Commission, during a wrongful termination hearing.Ms. Rayford routinely places false information in personnel files of minority employees. One officer attempted to transfer to 3 different campuses, yet was unable to because of false statements placed in his file by Rayford and Lt. Mosley. President Jean Conway is on record saying she supports Ms. Rayford and continues her employment. Ms. Rayford also gave confidential employee information to an unauthorized person, Professor Michael Santiago, which contained confidential medical records in violation of the U.S. HIPPA & FERPA Acts without discipline. Ms. Rayford has severely violated mountainous volumes of DCCCD District Human Resources Policies & Guidelines, The Fair Labor Standards Act, Title VII Violations, Commission On Colleges Public Integrity Standards & Regulations, U.S. EEOC violations, Libel, Slander, & False statements on a Government Record. SHERLYN FULKERSON, HUMAN RESOURCES EMPLOYEE - Intentionally gave false and misleading interview times for promotional interviews to minority applicants Capt. Horak designated on his personal termination list. Chief Moore was notified of the discrepancy and took no action.Fulkerson was given the opportunity to correct the information, yet gave false and misleading information again to applicants, not realizing one of the applicants was an undercover labor investigator. A Hispanic Officer applied for a promotion on 2 occasions, each time being the only applicant, yet was told by Fulkerson and Chief Moore that there were no applicants. Dr. Conway continues her employment without reprimand. LIEUTENANT MARVIS MOSLEY - Incompetent. Fired by Lancaster P.D. Fired by DISD. Fired by SMU P.D. Fired by Coppell, TX P.D. Demoted to part-time by Cedar Valley P.D., then amazingly hired as a Lieutenant for Eastfield P.D. by Chief Moore!!  LIEUTENANT TIMOTHY ELLINGTON - Lt. Ellington was dismissed by Cedar Valley College Police department for criminal activity, misconduct, labor violations, Vote of no confidence by the entire Cedar Valley Police Dept., wrongful death of a student, and false arrest, sexual harassment of Lt. Kathy Mack among other female officers, among other things, then recruited by Eastfield Chief Tyler Moore. Lt. Ellington entrapped and falsley arrested a Cedar Valley student, Byron Nelson Langley, Cedar Valley Police report #2006001414. The Dallas District Attorney refused to take the false arrest case. To keep Mr. Langley from suing the department, Lt. Ellington hires him as a Cedar Valley police officer! Ellington was then promoted to Captain, despite his bungling of a medical emergency call which led to the wrongful death of Eastfield College student Jon Wesley Anderson, Cedar Valley Police report#03050180. After Ellington's dismissal at Cedar Valley College, he was hired as a Sergeant at Eastfield College police dept., yet due to his lack of qualifications for the position as it was written, he was promoted up to a Lieutenant by Chief Moore! Ellington's first act as an Eastfield Lieutenant was to hire Officer Byron Nelson Langley who is now assigned at the Pleasant Grove campus!! Lt. Ellington was the senior officer on duty at Eastfield College on August 24, 2010 when a female student was brutally raped. The rape occurerd in the same building which houses the Police department! Lt. Ellington never notified the Eastfield students, staff, or faculty, or posted a " Timely Notification " as required by the Cleary Act. The only police report filed was by the Mesquite, TX police department, not Eastfield until a week later! Lt. Ellington falsified his department firearms qualification. He had Lt. Knight, a Dallas Deputy Constable from precinct 5 conduct his "qualification" while he was under investigation from the Constables office. No other official from Eastfield Police was present to certify his qualification. Lt. Ellington allowed Officer Byron Nelson Langley to work "off duty" as a police officer while Langley was a part-time police officer which is a violation of Texas Law. Langley even bragged that he was carrying a Desert Eagle firearm off duty.Langley told his fellow Cedar Valley officers and Capt. Ellington at the time that if he gets caught working off duty as a part time police officer, his excuse will be that he was mistaken for his twin brother, a full time Police Officer for Combine P.D. Received a " Vote Of No Confidence " by the entire Cedar Valley College Police Department, which forced his Chief, Johnny Hullet to resign. Despite Ellington's horrendous record, Chief Moore and Jim Jones felt he was a " good hire " for Eastfield because veteran Eastfield Officers, though qualified, were aware of Chief Moore's incompetence and would not go along with his and Captain Horak's corrupt behavior. Lt. Ellington's behavior is so corrupt, inept, and incompetent that we refer you to the attached 52-page document which led to his termination by DCCCD District Human Resources, (yet amazingly was given a command Lieutenant position again at Eastfield College), because they are too numerous to list in this format. PROFESSOR MICHAEL SANTIAGO - Mr. Santiago has been disseminating and attempting to sell confidential employee and medical records of Eastfield Officer Byron Nelson Langley. An anonymous faculty member was approached by Mr. Santiago, not realizing the entire conversation was videotaped by a nearby student. Mr. Santiago has also been conducting illegal police investigations and human resources investigations at Eastfield College at the direction of H.R. Director Patricia Rayford and Captain Mike Horak. VICE PRESIDENT JIM JONES - Mr. Jones was issued a police badge by Chief Tyler Moore, badge #400. Mr. Jones has used his badge to impersonate a police officer and conduct criminal investigations on at least 3 occassions, the last of which he summarily terminated the employment of his subject because she would not file a complaint. Mr. Jones even enlisted the help of Administrator Esther Bueno to help with his interrogations.Mr. Jones was instrumental in recruiting his long-time friend and golfing partner Lt. Timothy Ellington, with full knowledge of his termination from Cedar Valley Police Dept. Mr. Jones used his position and influence to direct District Human Resources to hire Ellington over the other qualified applicants with clean records and backgrounds. Mr. Jones was instrumental in procuring the Dr. Pepper contract for Eastfield College in order to receive kickbacks from the company, supplementing his $111,000 slary. At last count, Mr. Jones is responsible for Impersonating A Peace Officer/Public Servant, Unlawful Detention, Official Oppresion, Violation Of Fiduciary Trust, Discrimination Of National Origin, Falsifying Government Records, Child Endangerment, Negligent Hiring, & Violation Of Civil Rights. CAPTAIN MIKE D. HORAK - Since May 2007, Captain Horak has been impersonating an Army Military Officer, then submitting paid leave forms to Human Resources according to police secretary Jonetta Bolton. The National Personnel Records Center in St. Louis, MO. shows no military service record for Michael D. Horak. Mr. Horak was also terminated from the Heath, TX police department because of sexual misconduct with a minor. Capt. Horak has also managed to be the recipient of a "Vote Of No Confidence" by the entire Richland College Police department, which led to his demotion from a Lieutenant to a patrolman on the graveyard shift. Captain Horak is on record for trying to recruit two Caucasian police cadets and telling them he was  " taking back the department" because there were too many minorities. Capt. Horak gave confidential employee files and information of Officer Byron Nelson Langley to an unauthorized person, Professor Michael Santiago without the consent of Officer Langley    

Replace the entire Eastield College Executive Administration & Police Command Staff

Greetings taxpayers and citizens of Dallas County,

We are asking that you sign this petition to remove the entire Executive Administration, specifically President Jean Conway and her staff, as well as replace the entire Police administration and police supervisors at Eastfield College.This petition was created to benefit the safety and dignity of the Eastfield College student body, staff, faculty, and surrounding community. Due to the current administration, administrative staff has gone unchallenged, terminating employees without cause, yet retaining employees who are incompetent or negligent. The administration has no regard for civil rights, civil liberties, labor laws, or constitutional amendments.
