Fideicomiso de la Guardia Nacional de Puerto Rico (FIGNA): To amend Law and pay me my relive pay since I turn 55 to present
The Issue
In 1991 the National Guard of Puerto Rico Army and Air, which are federally recognize ARNG of the United States Army or DOD. THE PRARNG started to deduct a $1.50 from our Title 10 and Title 32 pay deductions, the LES showed the $1.50 is SSLI which is life insurance deduction. To my knowledge this deduction was for a non-profit organization name FIGNA which stands for Fideicomiso de la Guardia National de Puerto Rico. Where the NG or other armed forces members and their dependants or survivors and DAV with ID cards 100% total and permanent, could buy at their stores call Litaceres mainly on ARNG training sites and some armories. Mainly to buy Alcohol and cigarettes, also for the education for soldiers and dependents, or survivors. The Puerto Rico State Police and the State Fire Department also have this right but don't pay a cent. My issue is that in 1998 I was retired by a law or program called TERA Temporary Early Retirement Authority, or Act. the law states that any member of the Puerto Rico Army or Air National Guard that meets the requirements of 20 years or more of good service can receive a relive payment of $175.00 dollars a month from age 55 to age 60 when he or she reaches 60 years of age to receive the requirements US Army retirement pay. I payed into the FIGNA for this FIGNA $1.50 since 1991. The local legislature made this law, not looking into the furture of the soldier and it's family, not looking that we at any given moment can be activated in Active duty status and that many of us would acquire combat related conditions.1. I never sign any document to authorize, deductions from my Title 10 and Title 32 pay which are federal pay codes. 2. this organization stands firm in not helping the disable veteran or soldiers with service connected conditions who payed into the FIGNA law.( this is a violation of human rights, and civil rights) also labor laws of the USA and commonwealth of PR. 4. I've gone to different agencies including lawyers and no one has an answer, My petition is this law be amended ( Ley 23 de 23 de julio de 1991) as to paragraph 9 page 2. of this law. so that myself and other members of the PRARNG can receive this benefit, Amend as to members of the PR National Guard with less than 20 years or with 15 years or more, can receive this benefit that we pay into, and get the relive pay to age 60. This petition before the House and the Senate of The Commonwealth of Puerto Rico and The United State Congress. Observation: This has nothing to do with the status of Puerto Rico. Puerto Ricans are US citizens since 1917 Jones Act. Windrow Wilson President of the USA. We have serve in every major war and conflict including the Spanish -American War 1898.
