Let Americans Retire In Ireland

In 1892, Annie Moore was the first immigrant to be processed on Ellis Island having sailed from Cobh Ireland (then Queenstown) accompanied by her two brothers.
Recently, I came across an article about a new rule in Ireland requiring that every retiree from a non-EU country maintain an annual yearly income of $50,000 (even on retirement budget). For me, this news was shocking and distressing.
THE FOLLOWING IS INFORMATION ON IRELAND:
According to the Current information I can obtain for Irish wages I have come up with the following:
Current Earnings in Ireland
1. The average workers wage across all sectors is 36K (before taxes) per annum/pp
2. State Pension (Non-Contributory) in 2015 was under 12K per annum/pp
3. Jobseeker's Allowance (Welfare) rates in 2015 were under 10K per annum/pp...so basically the government is saying that an Irish person can live on this income just fine for the year?
THEREFORE...HOW did anyone come up with 50K/pp?
I want to challenge this law and see what we can do. I have a great interest to retire in Ireland but do not have the income they require. Can even any Irish Americans even accept this law?
Keep this petition going so hopefully we make this known to all American or really any non-EU retiree that want to retire in Ireland!
Maybe Ireland needs to reevaluate this issue. For I, for one, have money In an Irish bank but can not retire in Ireland for my income is not what they expect! I do not believe that is fair for anyone.
