Baxter, a puppy less than one year old in Broward County, Florida was abused terribly at the hands of humans. Baxter has extensive injuries to include his nose being entirely gone with his teeth and gums showing. He was allegedly found as a "stray". Animal Abusers are often times left unapprehended. Those that are found guilty in a court of law, receive minimal penalties. Many states including Florida has a maximum sentence of  up to 5 years imprisonment if found guilty of felony animal abuse.

Sentencing should be a mandatory imprisonment of no less than 5 years for first time offenders, should be placed on an Animal Abuse Registry, therefore not legally permitted to own a pet of any kind, not authorized to be in same household where a pet resides and an increase of fines/ fees that will include all medical expenses, care and control of the abused animal.  

Animal Control Investigators, Law Enforcement Officers and the Courts should have all necessary resources available in an effort to identify, apprehend, arrest and convict the animal abuser. Additionally, a reward should be offered from a tip line to those that assisted in the identity, apprehension, arrest and conviction of the animal abuser.

Request this petition be introduced into the House and Senate in the state of Florida and at the Federal Government level and titled Baxter's Bill.
