On April 30, 2017, Keir Johnson, 34, and her 8-month-old daughter, Chloe Johnson, went missing from Hampton, Virginia.

This petition calling for the sponsor for new strict legislation to protect victims when going to family court has gain the attention of two major nonprofit organizations Moms for Liberty an NSPO Family Court Advocacy Community calling for  Chloe Act become federal law along with Kayden's law  recognized in all fifty states. Please I urge you to please sign thi petition to hold our Elected officials accountable for their mismanagement to protect Keir and Chloe Johnson, at Smithfield packing and at home as she went to court in Hampton Virginia for help. Key Details of Harassment at Smithfield Packing

Workplace Incidents: Numerous witnesses observed Keir and Carlos engaged in heated arguments at the Smithfield Packing plant.

Motive for Conflict: Family members and investigators noted these disputes were primarily over child support for their daughter, Chloe, and Carlos's repeated denial of paternity.

Escalation: Former coworkers testified during legal proceedings in 2025 that Carlos had expressed a desire to "get rid" of Keir and the baby while they were working together or commuting to the plant. 

Court documents and police records from the investigation into the 2017 disappearance of Keir Johnson and her daughter, Chloe, confirm that legal conflict over child support existed prior to their disappearance.

Legal Context: Keir Johnson Case

Court documents revealed that Keir Johnson and the suspect, Carlos Johnson, had significant arguments regarding child support for her daughter, Chloe, prior to their deaths. 

Order of Protection: 

Reports indicate that a formal order of protection was never issued in this case, a fact that has been central to public debate about whether court systems do enough to identify and mitigate risks when a parent initiates a child support claim. 

Known Details of the Conflict

Court Proceedings: A child support hearing was scheduled at the Hampton Juvenile and Domestic Relations District Court for June 5, 2017. While Carlos Johnson appeared for the hearing, Keir and Chloe had already been missing for over a month, while their no confirming documentation that Hampton Juvenile and Domestic Relations District Never every contacted Newport News Police Department or Hampton Police regarding missing Keir & Chloe Johnson, while Carlos Johnson was in the court room. To make matters worse the amber alert wasn’t reinstated on June 5, 2017 as Keir and Chloe Johnson wasn’t present as they were reported missing since April 30, 2017.

On December 8, 2017 Buckley Michel received a lettter from Former Democrat Governor Terry McAuliffe sent me a letter regrading missing Keir and Chloe Johnson. His Office stated that there wasn’t a delay in issuing the amber alert as it wasn’t activated until officially until May 11, 2017 at 735pm by request of the Hampton Police Dept., while both the mom and baby has been missing since April 30, 2017. Which his office confirms in the letter Virginia Missing Children ClearingHouse was the institution that activated the amber alert on May 11, 2017, for the record not once did the Former Democratic Governor demand the arrest of Carlos Johnson Jr. or demand the Federal Bureau of Investigation to intervene or join the Newport News Police Department in the press conferences. Call for Action: The Chloe Act
We are calling on concerned citizens, advocates, and legislators to support new legislation at the City, State, and Federal level:

We Demand: 

• Stronger penalties for domestic violence offenders — especially in cases involving children and vulnerable individuals.

• Expansion and reform of the Amber Alert system, to ensure alerts are activated immediately when a parent and child are reported missing under suspicious circumstances.

Standardizing missing person protocols:

• New legislation could mandate uniform procedures for every law enforcement agencies to work together when a person is reported missing. This would include requiring timely public alerts, standardized threat assessments, and clear communication channels with family members.

• The creation of the Chloe Act to be federal law merging with Kayden's Law— which would mandate automatic Amber Alert activation in all suspected infant abduction cases, regardless of other criteria.

• Increased accountability for all law enforcement agencies that delay action or fail to act when lives are at risk. Investment in better modern technology for local, state an federal investigative agencies for better technologies and resources to assist police departments in tracking missing persons swiftly and efficiently. Police departments need to have a more stronger ability to take criminals off the street, when involved in high level crime.
