It is extremely likely good cops see bad cops and want to do something about it. But, they have no anonymous method of flagging inappropriate behavior, and this simply must change. 

In the beginning it can simply be a box where officers can lodge complaints, a texting service, or a web application. One way or another, there needs to be an easy way for the police to check and balance one another.

There are a lot of good cops that want to help their communities, and they hate the bad cops just as much as we do. Help them do the right thing.
