Animal abuse is ongoing in the US and many don't realize how often and close to home it's happening.  These individuals continue to abuse, hurt and kill animals and then are able to adopt again hurting countless others animals, pets etc.  Creating a National Animal abuse registration will allow all those who live near a pet abuser to know it and keep their own pets and animals safe.  It will also keep these individuals from being able to adopt or obtain animals through any other organization, which help to keep all animals safe.  If a petafile can't and shouldn't adopt a child then someone who does cruel things to animals should not be allowed to adopt one.  Those who have pets should be aware.  This would limit the possibility of these individuals going to a different state and being able to do it again.
