Federal Facilities Naming Integrity Act - Petition to Congress - FFNIA
The Issue
A BILL
To prohibit the naming of federal facilities, vessels, and currency after living persons, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Federal Facilities Naming Integrity Act.”
SEC. 2. FINDINGS.
Congress finds that—
(1) the practice of naming federal buildings, installations, vessels, and programs after sitting or recently-serving officials risks politicizing public property;
(2) a waiting period before honorific naming allows for a more complete historical assessment of a person’s contributions and conduct;
(3) existing informal norms against naming facilities for living persons have been inconsistently applied; and
(4) federal law has long prohibited depicting living persons on United States currency, and this Act extends that same principle to coinage, facilities, and vessels.
SEC. 3. DEFINITIONS.
In this Act:
(1) COVERED ENTITY.—The term “covered entity” means any federal building, military installation, monument, park, roadway, bridge, naval or other government vessel, aircraft, agency, program, or other federal property or institution.
(2) LIVING PERSON.—The term “living person” means any individual who has not been deceased for a period of at least 2 years.
SEC. 4. PROHIBITION ON NAMING FEDERAL FACILITIES AND VESSELS AFTER LIVING PERSONS.
(a) IN GENERAL.—Notwithstanding any other provision of law, no Act of Congress, agency regulation, service directive, or executive action may designate or rename any covered entity in honor of any living individual.
(b) NAVAL VESSELS.—The prohibition in subsection (a) applies to the naming of any vessel of the Navy, Coast Guard, or other uniformed service, including any vessel class name (such as a ship class informally or formally identified by an individual’s name or surname).
(c) WAITING PERIOD.—A covered entity may not be named after a deceased individual until at least 2 years after the date of that individual’s death, except by a joint resolution of Congress passed by a two-thirds vote of each chamber.
SEC. 5. PROHIBITION ON DEPICTING LIVING PERSONS ON CURRENCY AND COINAGE.
(a) CURRENCY.—Section 5114 of title 31, United States Code, is amended by inserting after subsection (b) the following:
“(c) No portrait or likeness of any living person may appear on any currency note issued by the United States.”
(b) COINAGE.—Section 5112 of title 31, United States Code, is amended by adding at the end the following:
“(u) LIVING PERSONS PROHIBITED.—No coin minted under this section, including any commemorative coin authorized under this section or any other provision of law, may bear the portrait or likeness of any living person.”
(c) RULE OF CONSTRUCTION.—Nothing in this section shall be construed to affect the long-standing prohibition on depicting living persons on paper currency already reflected in Department of the Treasury policy; this section codifies that policy in statute and extends it to coinage.
SEC. 6. RENAMING OF EXISTING FEDERAL FACILITIES BEARING THE NAME “TRUMP.”
(a) SPECIFIC FACILITIES IDENTIFIED.—Congress finds that, as of the date of enactment of this Act, the following federal facilities bear the name “Trump” in whole or in part:
(1) The headquarters of the United States Institute of Peace, renamed on or about December 3, 2025.
(2) The John F. Kennedy Center for the Performing Arts, renamed on or about December 18, 2025, notwithstanding that the statutory name of the Center is fixed by section 3 of the John F. Kennedy Center Act (20 U.S.C. 76h).
(b) ADDITIONAL IDENTIFICATION.—Not later than 180 days after the date of enactment of this Act, the Administrator of General Services, in consultation with the Secretary of Defense, the Secretary of the Navy, the Secretary of the Interior, the Secretary of the Treasury, the Secretary of State, and the heads of other relevant agencies, shall submit to Congress a report identifying any additional covered entities, currency, or coinage that bear, in whole or in part, the name or likeness of “Trump,” including any so named or minted after the date of enactment, and including any planned or announced vessel class or vessel name.
(c) RENAMING REQUIRED.—
(1) FACILITIES IDENTIFIED IN SUBSECTION (a).—Not later than 1 year after the date of enactment of this Act, each facility identified under subsection (a) shall be renamed in accordance with subsection (d).
(2) ADDITIONAL ENTITIES.—Not later than 1 year after submission of the report under subsection (b), each covered entity identified under that subsection shall be renamed, and any coin or currency design identified shall be withdrawn or revised, in accordance with subsection (d).
(d) PROCESS.—
(1) IN GENERAL.—Except as provided in paragraph (2), the agency with jurisdiction over the identified covered entity, currency, or coinage shall select a replacement name or design through its standard procedures, subject to congressional notification.
(2) ENTITIES WITH STATUTORILY FIXED NAMES.—For any covered entity whose name is fixed by statute, including the John F. Kennedy Center for the Performing Arts, the name in effect immediately prior to any unauthorized renaming shall be restored and shall remain the legal name of the entity unless changed by subsequent Act of Congress.
(e) COST.—Signage, administrative, minting, and printing costs associated with compliance with this section shall be borne by the agency with jurisdiction, using existing appropriations.
SEC. 7. EXCEPTIONS.
(a) PRE-EXISTING PLACE NAMES.—This Act does not apply to geographic features or municipalities that bore a person’s name prior to federal designation.
(b) FOREIGN PROPERTY.—This Act does not apply to federal property located outside the United States where naming is governed by international agreement.
SEC. 8. RULE OF CONSTRUCTION; PENDING LITIGATION.
Nothing in this Act shall be construed to—
(1) limit, supersede, or otherwise affect any claim, cause of action, or judicial proceeding pending as of the date of enactment of this Act concerning the naming or governance of any facility described in section 6, including litigation concerning the United States Institute of Peace or the John F. Kennedy Center for the Performing Arts;
(2) affect any final judgment already entered in such litigation; or
(3) confer or diminish any statutory authority over agency governance that is the subject of such litigation.
SEC. 9. SEVERABILITY.
If any provision of this Act, or the application of such provision to any person or circumstance, is held invalid, the remainder of this Act shall not be affected.
Start here. Share this and send it to your congressional representative. Ask your candidates about. Stir up some of that whaddyacallit? Good trouble.
Thank you.
