To understand why net neutrality is being brought up again by the FCC, it helps to understand what Ajit Pai (FCC chairman), Verizon (major telco and Pai's prior employer) mean when they say they want net neutrality to be on "different footing." Verizon successfully sued the FCC in 2010, arguing that it lacked the regulatory zeal to enforce net neutrality under Title I. So, in 2015, the FCC began regulating it under Title II. Ajit Pai, does not like Title II, so he has made suggestions for two (absurd) alternatives, such as ISPs (cable & phone companies) voluntarily agreeing to support net neutrality in their Terms Of Service, or having Congress pass new legislation. However, nor the POTUS or Congress seem to understand the real meaning of net neutrality, and ISPs have the ability to change their Terms Of Service on a whim when it benefits them, so strong protections under Title II are a necessity for net neutrality. Also, remember that Pai was previously employed by Verizon, and has purposefully failed to acknowledge the existing evidence of ISP wrongdoing, such as the Comcast/Netflix incident of 2014.
