
This is the Committee that does not exist on paper but otherwise functions in an unfair manner to force an unwanted uneconomic set of circumstances upon me in lieu of what the contract conditions allow for or what the business requires. This is exercised by that invisible Committee in a unfair favoritism gesture to the Open Top Bus Operator. It's existence and outputs are by their very nature kept off the record but it's objective is exercised in the form of the city offering the Tourism Train remote positions to operate its single pick up/set down from, all of which are commercially non viable and far removed from the central tourist catchment. I have had so many strange occurrences present, that were not advised to me in advance in writing by City Hall that I can only explain them as being the workings of this invisible Committee.
Some key persons who would have influence on the workings of this invisible Committee would include the past Chairman of the Tourism Arts Cultural Strategic Policy Committee, the CEO and the Director of Corporate and External Affairs. The Committee for the most part operates with the backing of a unwritten confidence and supply agreement that has no basis for existing other than to be of harm to the commercial sustainability of the Tourist Train business by affording all of the tourist catchment business to the Open Top Bus Operator. The delivery pathway of the harmful output from this non accountable invisible Committee is via the Corporate and External Affairs Department as well as the Office of the Cork City Partnership and indeed via the Chairman of the Tourism Arts and Cultural Strategic Policy Committee. It is my view as being the person on the receiving end of the harmful outputs is that the workings and existence of the invisible Corrupt Services Committee should be disbanded as it only provides a conduit for the delivery of Social and Economic injustice.
The next point I would like to make that may be of relevance to the out of view Corrupt Services Committee is the fact that I did as part of my project fundraising effort leverage an initial sum of money with various investor institutions to create the financial package for executing the Tourism Train project plan. I progressed this funding exercise with the support and approval of Cork City Council. I note a similar pathway to funding being worked by City Hall for acquiring of finance for services. I am advised that Cllr Dineen recently complained that there was no additional funding being provided for local services further to the recent vote in City Hall on the local property tax rate. It seemed that the CEO, Cllr Dineen and some few others favored a +15% increase in the tax and that the CEO had argued that she could leverage the €3 million raised from such taxation into €12 million with matching funds from Dublin and Brussels.
That is exactly what I had done in creating the Tourism Train finance package from the initial sum I started with. But in my case the cities Tourism Arts and Cultural Strategic Policy Committee of which Cllr Dineen was Chairman thereafter came along having initially agreed to supporting the financial arrangement and destroyed it with their contract damaging gestures to favoritism, the whole of the value in the project. All of the financial inputs and the accumulated value that their decision had a part in destroying came from financial sources in Dublin and Brussels as in for example a draw down from the Governments, Business Support Bank in Dublin and the European Structural Fund. So in comparison I as a private business was creating a fund for a specialised Tourism Train service and the City Council as a business working on behalf of the Public are in a similar way targeting funds for some services. There is little difference in the two objectives other than the fact that the Council destroyed my efforts and in so doing have shown little regard for a private business effort that I endeavored to progress. The CEO in my case sanctioned the destruction of the value in my business effort from that of €150,000 to zero. If that was not bad enough her various Departments in seeking the implementation of a valueless license for use at their commercially non viable positions thus made it impossible to trade or to relocate elsewhere and they just acted to leave the tourism developed equipment out to rust.
An investor would be in a state of panic if they could see the value of their shares or investments falling sharply or excessively. What occurred in my case, seen the value in my business effort being destroyed by a sanction of the CEO's pen and it was immediate and turned €150,000 to zero at the commencement of 2016. Even that does not happen all that much in the Stock Market. I would argue thus, that considering the damage that the Council has done to the Tourism Train project that no further funding should be made available to Cork City Council from the financial sources working to facilitate investments under the existing leveraging arrangements until Cork City Council take responsibility for their actions and reinstate the value back into the Tourist Train project.
